Evaluation of the financial support provided from the Operational Programme Enterprise and Innovation

Abstract:

Disertační práce je zaměřena na zhodnocení a analýzu podpory poskytnuté z Operačního programu podnikání a inovace v programovém období 2007 – 2013. V teoretické části jsou vydefinovány hlavní pojmy týkající se této tématiky, zdůvodnění poskytování této podpory a je přestavena problematika regionálních disparit a jejich měření. Praktická část je nejprve zaměřena na analýzu příjemců podpory, kdy jsou meziregionální rozdíly týkající se příjemců podpory hodnoceny prostřednictvím hierarchické shlukové analýzy. Dále pak je posuzováno jejich finanční zdraví prostřednictvím bankrotních modelů. Vliv podpory z OPPI na vybrané finanční ukazatele příjemců podpory je zhodnocen prostřednictvím analýzy panelových dat. Další část práce se zabývá regionálním rozložením této podpory za účelem zjištění, zda je operační program zaměřen na podporu regionů se soustředěnou podporou státu. Závěr disertační práce patří statistickému šetření založenému na dotazníku. Výsledky dotazníkového šetření zachycují názor a postoj příjemců podpory na dotační proces a zkušenosti s ním spojené. Odhaluje také odlišnosti v chování a přístupu jednotlivých kategorií podniku. Rovněž je zjišťována možná přítomnost efektu mrtvé váhy. Součástí této práce jsou doporučení pro řídící orgán s ohledem na současný operační program OPPIK.

Abstract:

This doctoral thesis focuses on evaluation and analysis of the financial support provided from the Operational Programme Enterprise and Innovation (OPEI) during the programming period 2007 – 2013. The theoretical part of the thesis deals with the main definitions relating to this topic, reasons why the assistance was granted and presents aspects of regional disparities and types of their measurements. The practical part first focuses on analysis of aid beneficiaries. Their interregional differences are evaluated by a hierarchical cluster analysis. Then, their financial health is assessed by bankruptcy models. Effect of the OPEI financial support on the selected financial indicators of the beneficiaries is evaluated by an econometric approach towards panel data. The next part of the thesis deals with a regional breakdown of this assistance in order to find out whether the operational programme is aimed at he support of regions with concentrated state aid. The final part looks at a statistical survey based on a questionnaire. The outcomes bring the beneficiaries´view on the subsidy process and relating experiences. It also reveals differences in behaviour and approach of different categories of companies. This part also look into the potential threat of deadweight loss. Part of this thesis are recommendations for a managing authority taking into account the current operational programme Operational Programme Enterprise and Innovations for Competitiveness.
