Impact of selected Operational Programmes on the competitiveness of SMEs

Abstract:

Hlavním cílem operačních programů EU je zvyšování konkurenceschopnosti svých členských států, resp. jejich ekonomik. Pojem konkurenceschopnost doposud nemá přesně ustálenou definici, a proto existuje mnoho různých úhlů pohledu, jak k jeho hodnocení přistoupit. S tím je spojena i problematika vyhodnocení dopadů těchto operačních programů na konkurenceschopnost malých a středních podniků. EU se snaží přijít na to, jak nejefektivněji, a především, jak správně využít specifické finanční a nefinanční nástroje k maximalizaci konkurenceschopnosti ekonomických subjektů svých členských států a tím zachovat i jejich udržitelný hospodářský růst. V teoretické části této práce se autor zabývá nejen specifikací, cíli a nástroji operačních programů, ale především otázkou konkurenceschopnosti, nastavením monitorovacích indikátorů a metodami hodnocení. Na základě doporučení ze strany Evropské komise a závěrů plynoucích z odborných publikací zabývajících se hodnocením výdajových programů, se jeví za nejvhodnější použít metodu kontrafaktuální dopadové analýzy (kombinaci metod rozdílů v rozdílech a párování pomocí propensity skóre). V návaznosti na toto zjištění je praktická část zaměřena na kontrafaktuální vyhodnocení dopadů dvou operačních programů EU v ČR, které spravuje Ministerstvo průmyslu a obchodu. Ze získaných dat o takto podpořených podnicích lze vyčíst, že se dotační podpora stala velmi zajímavým finančním zdrojem pro tisíce tuzemských malých a středních podniků. Praktická část pokračuje detailním popisem vstupních a výstupních proměnných a obsahuje výsledky výzkumu za jednotlivé operační programy. Na základě dosažených výsledků bylo možné prokázat pozitivní vliv dotací na konkurenceschopnost MSP v ČR pouze u OP PI. Výsledky za OP PI byly doplněny o analýzu velikosti dávky, která poukázala na skutečnost, že méně podpořené podniky dosahovaly vyššího růstu produktivity práce než podniky podpořené mnohem více. Ignorování výše podpory a soustředění se pouze na krátkodobé efekty může vést ke zkresleným výsledkům a nesprávným závěrům.

Abstract:

The main objective of the EU Operational Programmes is to increase the competitiveness of the Member States, respectively their economies. The issue of evaluating the impact of EU programmes on the competitiveness of small and medium-sized enterprises is linked to the lack of a clear definition of competitiveness itself. The EU is trying to find out how to use specific financial and non-financial instruments in the most effective way and how to maximise the competitiveness of its member states' enterprises and thus maintain its sustainable economic growth. In the theoretical part of this dissertation, the author deals not only with the specifications, objectives and instruments of operational programmes, but also with the issue of competitiveness, the definition of monitoring indicators and evaluation methods. On the basis of the recommendations of the European Commission and the conclusions of similarly focused publications dealing with the evaluation of expenditure programmes, the counterfactual approach seems to be the most appropriate method. Following this finding, the practical part focuses on the counterfactual analysis of the impact of two EU Operational Programmes in the Czech Republic which are being administrated by the state authority – the Ministry of Industry and Trade. From the obtained data about such supported projects, it appears that the subsidy support has become a very interesting source of financial benefits for increasing competitiveness of thousands of domestic SMEs. The practical part continues with a detailed description of the input and output variables used and also contains the research results for each operational programme of MIT CR. On the basis of the results obtained, positive impact on the competitiveness of SMEs was observed only in OP EI. The ambiguous conclusions in OP EI were complemented by an analysis of the subsidy dose, which showed that the less supported firms achieved higher labour productivity growth than firms supported much more. Ignoring the subsidy dose and focusing only on short-term effects may lead to biased results and incorrect conclusions.
