Corruption and patronage in management of local government in Czech Republic

Abstract:

Diplomová práce se zabývá problematikou korupce a klientelismu v hospodaření územních samospráv v České republice. Rozebírá základní pojmy vztahující se k danému tématu a shrnuje i legislativu, která se této problematiky přímo dotýká. Dále popisuje aktuální situaci v České republice pomocí krátkého shrnutí základních událostí uplynulých pětadvaceti let, s důrazem na vývoj politického prostředí a vznik vyšších územních samosprávných celků. Poté identifikuje základní okruhy problémů ve vymezené oblasti, a to vnímání korupce a osobní odpovědnosti, vytváření klientských vazeb, vytváření obecních a krajských obchodních společností, nehospodárné nakládání s majetkem, veřejné zakázky, prostředky z Evropské unie, poskytování dotací a grantů a drobná administrativní korupce. V poslední kapitole je uveden návrh na možná řešení v rámci jednotlivých problematických okruhů.

Abstract:

This thesis deals with the problem of corruption and patronage in the management of local governments in the Czech Republic. It analyzes the basic concepts related to the given topic and summarizes the legislation that affects this issue directly. It also describes the current situation in the Czech Republic by the help of short summary of the basic events in the past twenty-five years, with an emphasis on the development of the political environment and the formation of higher local government units. Then it identifies the basic problem areas in the defined domain, the perception of corruption and personal responsibility, building client relationships, the creation of municipal and regional companies, uneconomical property management, procurement, funds from the European Union, providing subsidies and grants a minor administrative corruption. The final chapter gives suggestions for possible solutions within individual problem areas.
