Rights and Obligations of Convicted Persons in Terms of Prison Security

Abstract:

Diplomová práce se zabývá činností Vězeňské služby na území České republiky. Úvodem této práce jsou nejdříve základní pojmy, které se vážou k dané problematice, zejména trestný čin, trest a výkon trestu odnětí svobody. Dále práce stručně pojednává o vývoji penologie, o penitenciární a postpenitenciární péči a o historii vězeňství v České republice až do současnosti. Následně je práce zaměřena na již samotnou Vězeňskou službu, v níž vymezuje její základní strukturu včetně organizačních jednotek, úkoly a zaměstnance Vězeňské služby. Stěžejní část práce je již věnována samotným právům a povinnostem odsouzených osob včetně statistiky zaměřené na počet vězněných osob od roku 2012 až do roku 2022. V neposlední řadě je představena bezpečnost ve věznicích, která zahrnuje i útěky vězňů, nálezy mobilních telefonů apod. Další část této práce je věnována popisu metodologie vlastního výzkumu, který bude proveden formou rozhovorů s otevřenými otázky směřujícího na dozorce pracujících ve vězeňských zařízeních. Cílem této práce je uvést čtenáře do problematiky VS z hlediska bezpečnosti věznic. Hlavním cílem práce je přiblížit vývoj z hlediska počtu vězněných osob. Při zpracování této práce jsou využívány informace získávané z literárních zdrojů, ověřených internetových zdrojů a legislativních dokumentů.

Abstract:

The diploma thesis deals with the activities of the Prison Service in the territory of the Czech Republic. The introduction of this work is first the basic terms which are related to the given issue, especially the crime, punishment and execution of the imprisonment. Furthermore, the thesis briefly discusses about the development of penology, penitentiary and post-penitentiary care, and about the history of prisons in the Czech Republic up to the present. Subsequently, the thesis is focused on the Prison Service, in which it delimits its basic structure, including organizational units, tasks and employees of the Prison Service. The core part of the thesis is already devoted to the rights and duties of convicted persons, including statistics focused on the number of imprisoned persons since 2012 to 2022. Last but not least, security in prisons is introduced, which also includes prisoner escapes, the discovery of mobile phones, etc. The next part of this thesis is devoted to the description of the methodology of the own research, which will be carried out in the form of interviews with open questions aimed at supervisors working in prison facilities. The aim of this thesis is to introduce the reader to the issues of the PS from the point of view of prison security. The main aim of the thesis is to bring closer the development in terms of the number of imprisoned persons. During processing of this thesis, information obtained from literary sources, verified internet sources and legislative documents is used.
