Direct Democracy and Municipal Authority in the Ústecký Region

Abstract:

V současné době se objevuje nová vlna diskusí o demokratických principech v naší zemi. Je pravda, že jejich rozsah není tak široký jako v období revolučních změn v roce 1989. Do popředí vstupují konkrétní prvky demokracie jako např.: přímá účast občanů na rozhodování, přímé volby, referenda atd. Mezi klíčové události, které tyto diskuse přímo vyvolávají můžeme zařadit např. komplikovaný a nedůstojný průběh volby prezidenta či současné debaty o přítomnosti amerického radaru v České republice. Bakalářská práce se zabývá teoretickými aspekty přímé demokracie, zároveň se zaměřuje na iniciativy, které se snaží prosadit přímé volby prezidenta, starostů a hejtmanů. Aplikační část je zaměřena na výsledky rozhodování občanů Ústeckého kraje ve volbách do Senátu Parlamentu ČR a v místních referendech v obcích v tomto regionu.

Abstract:

At present there occurs a new wave of discussions about the democratic principles in our country. The truth is, that their scope is not as broad as in the period of revolutionary changes in 1989. In the foreground are specific features of democracy as: direct participation of the citizens in decision-making, direct elections, plebiscites, etc. Key events that arise these questions are for example: complicated and discreditable course of the presidential election or contemporary debates about the presence of the American radar in the Czech Republic. The bachelor thesis deals with the theoretical aspects of direct democracy and simultaneously it focuses on initiatives that want to enforce direct election of the president, mayors and marshals. The application part is focused on the results of decision-making of the citizens of the Ustecky region in the elections in the senate and in the local plebiscites in municipalities in this region.
