Regional Reform of Public Administration in Denmark

Abstract:

Dánsko nedávno prošlo procesem, který měl za následek snížení počtu samosprávných celků a přerozdělení pravomocí mezi státem, regiony a obcemi. Předložená bakalářská práce se zabývá reformou veřejné správy v Dánsku, která nese název „Nové Dánsko – jednoduchý veřejný sektor blíže občanovi“. První část bakalářské práce definuje nově vytvořené regiony z hlediska geografie a vymezení kompetencí. Dalším krokem je popis organizace veřejného sektoru. Samostatná kapitola bakalářské práce charakterizuje koncept reformy veřejné správy a zvláště se zaměřuje na účel této reformy. Další kapitola je věnována popisu procesu reformy veřejné správy a zvláštní pozornost je orientována na nové rozdělení úkolů podle sektorů. Závěr bakalářské práce analyzuje dopady reformy veřejné správy zejména na oblast místní demokracie.

Abstract:

Danmark has recently been through a process where the number of municipalities has been reduced, and the division of the authorities between the state, regions and municipalities has been relocated. The submitted Bachelor thesis deals with the local government reform in Danmark which is named „The new Danmark – a simple public sector close to the citizen“. The first part of the Bachelor thesis identifies the new created regions in terms of geography and task definition. As a next step, it describes organization of public sector. A separate chapter outlines the concept of local government reform and focuses especially on the purpose of this reform. The next chapter is dedicated to the description of the process of this reform and it pays particular attention to the distribution of tasks by sector. The end of the Bachelor thesis analyses consequences of the local government reform mainly on local democracy.
