Specifics of internal audit of a small municipality

Abstract:

Diplomová práce se zabývá interním auditem v malé obci. Tato obec není povinna tvořit útvar interního auditu, pokud přijme jiná dostatečná opatření. Za toto jiné dostatečné opatření může být považována i tato práce. V první části se práce věnuje uvedení do auditu, interního auditu a do ekonomických agend obce. V praktické části práce je provedena analýza rizik. Na základě analýzy je rozhodnuto o oblastech, které budou internímu auditu podrobeny. Dle výsledků interního auditu vnitřního kontrolního systému a vnitřních účetních předpisů jsou navrhnuta doporučení pro zlepšení tak, aby byly obě oblasti v souladu se zákonem. V jednotlivých přílohách diplomové práce jsou k nalezení vzory nových směrnic pro obec a zároveň zpráva z interního auditu.

Abstract:

The thesis focuses on internal audit in a small municipality. This municipality is not obliged to form an internal audit department if it takes other sufficient measures. This thesis can be considered as such other sufficient measure. In the first part of the thesis, an introduction to auditing, internal auditing and the economic agendas of the municipality is given. In the practical part of the thesis a risk analysis is performed. Based on the analysis, the areas to be subjected to internal audit are decided. According to the results of the internal audit of the internal control system and the internal accounting regulations, recommendations for improvement are proposed so that both areas comply with the law. In the attachments of the thesis, the internal audit report can be found, as well as the templates for the new guidelines for the municipality.
