Abstract:

V mé diplomové práci jsem se snažil poskytnout komplexní pohled na státní službu v této zemi. Začal jsem se základem veřejné správy, která tvoří počátek této problematiky. Stručně jsem popsal důležité termíny jako je "správa" a s ní pojmy související, kde jsem poté navázal na členění veřejné správy. Dále jsem analyzoval veřejnou službu, která má značný nadhled nad státní službou, a to včetně jejích základních požadavků a systémů. Z rozebraných dvou základních systému bych rád vypíchnul ten kariérní, který je typický pro služební poměr, a tudíž pro téma této práce zásadní. Právní úpravu státní služby jsem podrobněji studoval prostřednictvím analýzy současného zákona a jeho historie. Nijak jsem tuto podkapitolu nenatahoval a do práce vložil pouze ty nejpodstatnější informace, které se týkaly průběhu a změn právních úprav státní služby. Služební poměr, jako klíčový aspekt státní služby, jsem detailně rozebral do několika dalších podkapitol, což z něj udělalo nejrozsáhlejší kapitolu mé diplomové práce. Od jeho definice, přes druhy, výběrové řízení a následného přijetí do služebního poměru jsem se dostal k podmínkám a situacím, které vedou k jeho ukončení. Ve zbylých dvou kapitolách jsem se pokusil promítnout koncepci a problematiku státní služby ve vybraném státě. Do práce jsem poskytnul základní informace o státní službě na Slovensku, kterou po prozkoumání hodnotím s určitými odchylkami podobně srovnatelnou s naší republikou. Práci jsem zakončil komparací platů státních zaměstnanců u nás a na Slovensku. Poskytl jsem dvě základní tabulky, od kterých se platový systém odvíjí a závěrem k nim dodal užitečné informace, které by mohli objasnit určité nejasnosti, a to zejména u platové tabulky vydané slovenskou vládou.

Abstract:

In my thesis, I aimed to provide a comprehensive view of civil service in this country. I began with the foundation of public administration, which constitutes the beginning of this issue. I briefly described (from my perspective) important terms such as "administration" and related concepts, whereupon I proceeded to outline the structure of public administration. Furthermore, I analyzed public service, which has considerable oversight over civil service, including its basic requirements and systems. Of the two fundamental systems examined, I would like to highlight the career system, which is characteristic of civil service relationships and therefore crucial to the topic of this thesis. I delved deeper into the legal regulation of civil service through an analysis of the current law and its history. I did not stretch this subsection unnecessarily and incorporated only the most essential information into the thesis, focusing on the progression and changes in the legal framework of civil service. The employment relationship, as a key aspect of civil service, was thoroughly dissected into several subchapters, making it the most extensive chapter of my thesis. From its definition, through its types, selection procedures, and subsequent entry into the employment relationship, I proceeded to discuss the conditions and circumstances leading to its termination. In the remaining two chapters, I attempted to reflect on the concept and issues of civil service in the selected country. I provided basic information about civil service in Slovakia, which I evaluated, after examination, to have certain deviations similarly comparable to our republic. I concluded the thesis with a comparison of salaries of civil servants in our country and in Slovakia. I provided two basic tables, from which the salary system is derived, and supplemented them with useful information, which could clarify certain uncertainties, especially regarding the salary table issued by the Slovak government.
