Roma discrimination in the rental housing market

Abstract:

Přestože je diskriminace v přístupu k bydlení v České republice zakázána, často k ní vůči Romům dochází. Důkazy o výskytu jak etnické, tak genderové diskriminace na trhu nájemního bydlení v různých zemích přineslo několik studií. Shodují se, že jedinci patřící k národnostní menšině mají obvykle nižší pravděpodobnost obdržení pozvánky na prohlídku bytu či jiné pozitivní reakce ve srovnání s uchazeči majoritní populace. Cílem této práce bylo pomocí terénního experimentu ověřit, zda dochází k diskriminaci na českém trhu bydlení vůči romskému etniku ze strany pronajímatelů, určit její rozsah ve vybraných regionech a zjistit, zda další faktory, jako pohlaví a sociální status operacionalizovaný zaměstnáním mají vliv na obdržení pozvánky na prohlídku bytu či jiné pozitivní reakce. Experiment probíhal s využitím fiktivních uchazečů - Romů a neromů, kteří reagovali na reálné nabídky bytů na portálech nabízejících pronájem, v kraji Ústeckém, Moravskoslezském, Zlínském a v Praze. Míra diskriminace byla měřena komparací četností odpovědí, které uchazeči obdrželi. Výsledky ukazují, že na českém trhu bydlení dochází k diskriminaci vůči příslušníkům romské menšiny, kterým se pravděpodobnost obdržení pozitivní reakce od pronajímatelů snižuje o 27,88 procentních bodů oproti neromům. Nejvyšší intenzita diskriminace byla pozorována u Romů s nižším statusem bez rozdílu pohlaví, případně u Romů s vyšším statusem, kteří žijí v Ústeckém a Moravskoslezském kraji. Experimentem byl prokázán pozitivní efekt vyššího vzdělání Romů, když vyšší postavení v zaměstnání jim zvyšovalo pravděpodobnost obdržet pozitivní reakce od pronajímatelů. Na základě výsledků lze očekávat, že investice do vzdělávacích či jiných programů zacílených na romskou komunitu mohou přinést pozitivní efekt.

Abstract:

Although discrimination against Roma in the housing market is prohibited, it often occurs in the Czech Republic. Evidences of the occurrence of both ethnic and gender discrimination in the rental housing market in different countries has been provided by several studies. Studies show that individuals belonging to a national minority are usually less likely to receive an invitation to inspect an apartment or other positive reaction compared to applicants from the majority population. The aim of this bachelor thesis was to use an experiment to verify whether there is discrimination on the Czech housing market against the Roma ethnic group by the landlords. The aim of this work is also to determine the range of discrimination in selected regions and to determine whether other factors, such as gender and social status have an impact on receiving an invitation for tour of the apartment or other positive reactions. The experiment was carried out with the use of fictitious applicants - Roma and non-Roma people who responded to real offers of apartments on portals offering rent in the Ústí region, Moravian-Silesian region, Zlín region and Prague. The degree of discrimination was measured by comparing the frequency of responses the applicants received. The results show that there is discrimination against members of the Roma minority in the Czech housing market. The probability of receiving a positive reaction from property owners decreases by 27.88 percentage points for Roma compared to non-Roma. Roma with a lower status regardless of gender, or Roma with a higher status who live in the Ústí and Moravian-Silesian regions experience the greatest discrimination. The experiment proved the positive effect of higher education of Roma. When higher employment status increased the likelihood of receiving a positive response from landlords. Based on the results, it can be expected that investments in educational or other programs targeted at the Roma community can have a positive effect on housing.
