State funds and options for determining their regional impacts

Abstract:

Diplomová práce se zabývá státními fondy ČR. Cílem práce je zachytit podstatu, způsob tvorby a účel státních fondů v ČR a zároveň posoudit, zda lze předpokládat jejich odlišný regionální dopad včetně navrhnutí způsobu identifikace tohoto dopadu. Z teoretického hlediska jsou vymezeny základní pojmy týkající se problematiky státních fondů, jako jsou veřejné finance, mimorozpočtový fond a rozpočtová soustava. Součástí práce je také výčet dnes již zaniklých státních fondů na území ČR a charakteristika současných státních fondů ČR. Pro zjištění, které státní fondy ČR jsou významné z hlediska rozvoje regionů, byly definovány tři výzkumné otázky a k jejich zodpovězení byla užita metoda desk research a korelační analýza, konkrétně Spearmanův koeficient pořadové korelace. Dosažené výsledky ukazují na možnosti hodnocení regionálních dopadů tří státních fondů, jimiž jsou Státní fond životního prostředí České republiky, Státní fond dopravní infrastruktury a Státní zemědělský intervenční fond. V případě Státního fondu rozvoje bydlení se pro nedostatek sledovaných dat znemožňuje regionální dopady hodnotit dopady, třebaže je lze předpokládat. U zbývajících dvou státních fondů, jimiž jsou Státní fond kultury České republiky a Státní fond kinematografie, se s ohledem na jejich charakter a poslání nejeví hodnocení regionálních dopadů jako účelné.

Abstract:

Diploma thesis with its state funds in the Czech Republic. The aim of the work is to capture the nature, method of creation and ownership of state collections in the Czech Republic and your assessment of whether it is possible to expect their different regional impact, including design using this identified impact. From a theoretical point of view, the basic concepts related to the issue of state funds, such as public finances, extra-budgetary fund and the budget system. Part of the work is also a list of now defunct state funds in the Czech Republic and the characteristics of current state funds in the Czech Republic. To find out which state funds of the Czech Republic are in terms of regional development, three research questions were defined and their answers were performed by desktop research and correlation analysis, with Spearman's effective rank correlation. The achieved results are on the possibilities of evaluating the regional impacts of three state funds, which are the State Environmental Fund of the Czech Republic, the State Fund for Transport Infrastructure and the State Agricultural Intervention Fund. In the case of the State Housing Development Fund, the lack of monitored data preventing regional impacts from assessing the impacts they might expect. For the remaining two state funds, which are the State Fund of Culture of the Czech Republic and the State Fund of Cinematography, it will take their character and strengthen the assessment of regional impacts does not seem to be effective.
