Reflexion of the concept of integration and its mirroring in migration policies. Case of the Czech Republic

Abstract:

Práce se zabývá konceptem integrace a jejími možnostmi uplatnění v rámci přistěhovaleckých politik západních států. Cílem práce je kritické zhodnocení propojení teoretických východisek konceptu integrace imigrantů a praktické roviny sociálně politických opatření přistěhovaleckých politik. Výchozí tezí je, že státy a osoby politické reprezentace používají koncept integrace jako vágní pojem, pod jehož hlavičkou se nacházejí často protikladné opatření a teze, a že cíle samotného integračního procesu jsou s ohledem na multidimenzionalitu problematiky a procesu nejasně artikulované. Z hodnocení vyplývá, že politiky integrace se míjí svým účelem, jelikož se zaměřují téměř výhradně na behaviorální a socio-ekonomické aspekty, které nejsou tím nejpodstatnějším vymezením členství v ústřední skupině (Alexander 2006). Tím se zdá být pociťovaná přináležitost jak ze strany přijímací společnosti, tak ze strany přistěhovalce. S ohledem na nejasnou podstatu konceptu integrace a základů, na kterých stojí, lze vyslovit poněkud záměrně provokativní závěr. Pokud je jediným řešením integrace přistěhovalců otevření hranic ústřední skupiny přijímací společnosti, která se zdá být hlavním faktorem exkluze a vylučování, není tedy třeba integrační politiky zaměřit především na samu ústřední skupinu?

Abstract:

The paper deals with the concept of integration and the possibilities to be employed in the migration policies of Western societies (or nations). The aim of the paper is to evaluate the interconnection of theoretical foundations of the concept of integration and the practical dimension of social policy measures in regards to migration policies. The initial thesis is that the states and political representatives use the concept of integration as a vague term, under which one can also find the contrasting measures and propositions. The aim of the integration process, in regard to multidimensionality of the concept, is not clearly articulated. Based on the evaluation, we can state that the integration policies do not effectively treat its purpose. They are focused almost exclusively on behavioral and socio-economic aspects, which are not curial for real membership in the "core" group (Alexander 2006). The real aspect is connected to the sensed belonging from the both sides – the side of receiving society and also the foreigner’s side. In regard to the unclear base of the concept of integration, one provocative question could be raised to close the discussion. If the only solution for integrating immigrants is to open the borders of the "core" group of the receiving society (that plays as the main excluding factors), isn't it necessary to focus on the integration politics of the "core" group itself?
