Cost of recording simplified tax documents

Abstract:

Zjednodušené daňové doklady jsou v mnoha společnostech posledními papírovými účetními doklady. Legislativa požadující předložení originálu ke kontrole nedává často jinou jednoduchou možnost. Plno otázek kolem skladování originálů zůstává nezodpovězeno, jde především o tisky či jiné formy zjednodušeného daňového dokladu, které nevydrží fyzicky požadovaných 10 let. Výklad legislativy není jednoduchý, zvláště při neexistenci judikatury. Cílem práce je kvantifikovat nákladovost evidence zjednodušeného daňového dokladu. Tedy vymezit přesně pojem, shrnout právní úpravy, stanovit metodiku kvantifikace, a na příkladu dvou rozdílných společností ukázat oběh těchto dokladů a celkové náklady na něj v praxi. Mezi celkovými náklady společnosti tvoří náklady na oběh jednoduchých daňových dokladů marginální položku, proto ani společnosti netuší, kolik je oběh těchto dokladů stojí. Neevidují tyto náklady ve struktuře, která by tento report umožňovala. Stanovení a dodržování metodiky je tedy klíčové pro správné posouzení nákladů. V poslední části se práce zabývá možnostmi změn v evidenci, které směřují k úsporám nákladů. Tyto úspory jsou buďto přímé zásahem do procesu evidence zjednodušených daňových dokladů, nebo nepřímé vybudováním bezpapírové kanceláře. Tato druhá možnost se do budoucna jeví jako ta, ke které směřuje přirozený vývoj v dnešním digitálním světě. V práci je navrženo i řešení na straně správce daně, které by celý proces zefektivnilo využitím stávajícího řešení elektronické evidence tržeb.

Abstract:

Simplified tax documents are the last paper accounting documents in many companies. Legislation requiring submission of the original for review does not often provide another easy option. A lot of questions about the storage of the originals remain unanswered, especially prints or other forms of a simplified tax document that will not last physically for 10 years. The interpretation of legislation is not easy, especially in the absence of case law. The aim of the thesis is to quantify the cost of registering a simplified tax document. That is, to define precisely the concept, to summarize the legal regulations, to establish the methodology of quantification, and show, on the examples of two different companies, the circulation of these documents and the total cost of them in practice. Among the total costs of the company, the cost of circulating simple tax documents is a marginal item, so the companies do not know how much the circulation of these documents is. They do not record these costs in a structure that would allow this report. Determining and adhering to the methodology is therefore crucial to properly assess costs. In the last part, the thesis deals with possibilities of changes in the records, which are aimed to save costs. These savings are either direct by intervening the process of registering simplified tax documents, or indirect by building a paperless office. This second option seems to be the one in the future of natural development in today's digital world. The work also proposes a solution on the part of the tax administrator, which would make the whole process more efficient by using the existing solution of the electronic registration of sales.
