The Central Bank as a Banking Regulator

Abstract:

The diploma theses deals with contemporary status of banking supervision in the European Union contries in compare with planes to centralize the banking supervision whitin the frame of the united approach in European Union. Bring a view to the problems of the bankig supervision and regulation as a whole, its gradual integration in the united banking supervision in the context of the european legislation and its implementation in the legislation of the individual union countries. The first part describes the banking system in the European Union and in the Slovak republic, the status of the European Central Bank, the National bank of Slovakia and their authority of decision. The second part bring a view to the coordination of the activities of the national and multinational supervision and to the forms of their participation. It explains the legislative proces in the background of the new structure creation of the united banking supervision. The third part deals with the impact of the economic crisis on the banking supervision as a tool for the banking sector stabilization. The theses analyze the impact of the european supervision structure creation and the legislation evolution on the national supervision in the European Union countries.

Abstract:

Diplomová práca sa zaoberá súčasným stavov bankového dohľadu v štátoch európskej únie v porovnaní s plánmi centralizovať bankový dohľad v rámci jednotného prístupu v Európskej únii. Prináša pohľad na problémy bankového dohľadu a regulácie ako celku a jeho postupnú integráciu na jednotný bankový dohľad v súčinnosti s európskou legislatívou a jej implementáciou do legislatívy jednotlivých členských krajín únie. Prvá časť opisuje bankový systém EÚ a SR, postavenie Európskej centrálnej banky, Národnej banky Slovenska a ich rozhodovacie orgány. Druhá časť prináša pohľad na koordináciu činností národného a nadnárodného dohľadu a na formy ich súčinnosti. Vysvetľuje legislatívny proces v pozadí tvorby novej štruktúry jednotného európskeho dohľadu. Tretia časť sa zaoberá dopadmi ekonomickej krízy na vývoj dohľadu ako nástroja na stabilizáciu bankového sektora. Práca analyzuje dopad formovania európskych štruktúr dohľadu a vývoj európskej legislatívy na národný dohľad v krajinách Európskej únie.
