The impact of accounting reform of public finances in particular conditions selected municipality

Abstract:

Účetní reforma veřejných financí probíhá již od roku 2010 a přinesla velké množství legislativních změn, které se promítly do účetnictví územních samosprávních celků – obcí. Novelou zákona o účetnictví a vydáním vyhlášky č. 410/2009 se výrazně změnilo vedení účetnictví vybraných účetních jednotek. Autorka proto zaměřila cíl své bakalářské práce na popis nových principů účetnictví obcí po účetní reformě, analýzu nových účetních metod v praxi a vliv těchto změn na konečné účetní výkazy vybrané obce. Autorka měla možnost se blíže seznámit s problematikou účetnictví subjektů veřejného sektoru na praxi, kterou vykonávala na Krajském úřadě Plzeňského kraje. Praktické účetní případy jí poskytlo město Kaznějov. V teoretické části práce autorka pomocí metody sběru dat a analýzy dokumentů seznamuje čtenáře se změnou nejdůležitějších právních předpisů, s akruálním principem, s novými účetními metodami a obsahem účetních výkazů. Autorka ve své práci stanovila dva výzkumné problémy. V prvním výzkumném problému řeší, jakým způsobem jsou v účetnictví města Kaznějov aplikovány nové účetní metody. Autorka se zaměřuje především na účetní metodu odepisování dlouhodobého majetku, časového rozlišení, opravných položek, tvorby rezerv a reálné hodnoty. Na konkrétních účetních případech ukazuje, jak postupuje město Kaznějov při aplikaci výše uvedených metod v souladu s platnými účetními předpisy a jak účetní metody ovlivňují výsledek hospodaření. Využívá přitom metodu sběru dat, analýzu účetních výkazů i osobní rozhovor s účetní obce. Ve druhém výzkumném problému se autorka zabývá účetními výkazy a účetní závěrkou. Při porovnání účetních výkazů před reformou se současnými použila metodu komparace. Dále zjišťuje, jaké další informace musí účetní jednotka poskytovat státu v souvislosti s účetní reformou a jak využívá účetní jednotka údaje z účetních výkazů pro hodnocení finanční situace obce. V poslední kapitole bakalářské práce autorka uvádí vyhodnocení výzkumných úkolů a návrhy opatření, které z nich vyplývají. V závěru práce autorka dospěla k názoru, že účetní reformou se účetnictví vybraných účetních jednotek výrazně přiblížilo účetnictví podnikatelských subjektů.

Abstract:

The accounting reform has been proceeding since 2010 and has brought a lot of legislative changes. These have been reflected in the accounting of the municipalities. The amendments of the accounting act and the Regulation 410/2009 have both significantly changed the bookkeeping of particular accounting entities. The author of the thesis focused on the description of new principles of accounting of the municipalities, analysis of new accounting methods in practice, and the influence of these changes on the final accounting reports of the selected municipality. The author was acquainted with the problematic of the accounting of public sector bodies during her practice at the Office of the Pilsen Region. The particular accounting cases were provided by the town Kaznějov. The theoretical part summarizes the most important legal regulations, accrual principle, new accounting methods and the content of the accounting reports. The thesis sets two problems. The first problem concerns the implementation of new accounting methods in the bookkeeping of the town Kaznějov. The attention is mainly aimed to the depreciation of fixed assets, time distinction, amendment items, production of provision and real values. The author demonstrates the application the above mentioned methods and the influence of the accounting methods on the economic results. Both data collecting, analysis of the accounting reports and interview with the accountant were used to give a full perspective on the problem. The other problem concerns accounting reports and accounting balance. The author used the method of comparing. For this purpose the accounting reports before the reform and the after the reform were compared. This part also focuses on the information that the accounting entity has to provide under the new reform and on the question how the accounting entity uses the data from the accounting reports for the evaluation of the financial situation of the municipality. The last part of the thesis summarizes the evaluation of the problems and suggestions of the regulations. The author concludes by saying that the accounting reform has significantly brought the accounting of the particular accounting entities nearer to the accounting of the business bodies.
