The ECB’s role in supervisory activities of EU financial market

Abstract:

Bakalářská práce se věnuje roli Evropské centrální banky při dohledu evropských finančních trhů. Pozornost je zaměřena na vývoj jejích úkolů, zejména v návaznosti na finanční krizi, jež započala roku 2008. Práce popisuje nové uspořádání evropského dohledu podle doporučení Larosiereovy zprávy se zaměřením na úlohu Evropské rady pro systémová rizika, v níž má Evropská centrální banka významný vliv na makroobezřetnostní dohled. Práce se dále zabývá nově zaváděnou bankovní unií na území Evropské unie. Jsou vymezeny dva základní pilíře bankovní unie a dále je soustředěna pozornost na první z nich, jednotný mechanismus dohledu, ve kterém hraje Evropská centrální banka stěžejní roli v přímém dohledu systémově významných finančních institucí. Otázka dohledu úvěrových institucí je velmi důležitou na cestě k obnovení důvěry v jednotný trh a bankovní sektor Evropské unie. V závěru práce jsou vymezeny nástroje a pravomoci dohledu Evropské centrální banky v rámci jednotného mechanismu dohledu a je provedena analýza kapitálových požadavků pro úvěrové instituce na základě dat Evropského orgánu pro bankovnictví a Evropské centrální banky.

Abstract:

The present Bachelor thesis is focused on the role of the European Central Bank in the supervision of European financial markets. Attention is paid to the development of its tasks, particularly in the aftermath of the financial crisis, which began in 2008. The thesis describes the new European supervisory arrangements in accordance with the Larosiere report recommendations, focusing on the role of the European Systemic Risk Board, through which the European Central Bank has a significant impact on the macro-supervision. A substantial part of the thesis deals with the newly introduced EU banking union with its two fundamental pillars, attention being focused on the first one -- the Single Supervisory Mechanism --, in which the European Central Bank plays a pivotal role in the direct supervision of systemically important institutions. The issue of credit institutions' supervision is of utmost importance along the road to restoring trust in the single market and the European Union banking sector. The final subsections specify supervisory tools and powers of the European Central Bank within the Single Supervisory Mechanism, an analysis of capital requirements for credit institutions being performed with the use of the European Banking Authority and European Central Bank data.
