Analysis of the efficiency of the VAT system in EU

Abstract:

Tématem diplomové práce je analýza efektivity systému DPH v Evropské unii. Hlavním cílem práce je analýza vývoje ukazatelů efektivity systému DPH a dílčími cíli jsou popis a výpočet těchto ukazatelů. Práce je zaměřena především na ukazatel C-efficiency a na dílčí ukazatele compliance gap a policy gap. První kapitola je teoretická a věnuje se popisu ukazatelů efektivity a druhá kapitola je věnována výpočtům a analýze vývoje těchto ukazatelů. V praktické části je použita analýza o rovnosti středních hodnot dvou rozdělení, která je provedena pomocí párového t-testu na 5 % hladině významnosti. Analýza se věnuje období od roku 2005 do roku 2018 a zohledňuje odlišnost nových a starých členských států Evropské unie. Hlavní přínos této práce spočívá v popisu vývoje efektivity systému DPH ve státech Evropské unie ve sledovaném období a v identifikaci oblastí a příčin kvůli kterým není systém DPH maximálně efektivní.

Abstract:

The topic of the diploma thesis is the analysis of the efficiency of the VAT system in the European Union. The main goal of the work is the analysis of the development of indicators of the efficiency of the VAT system and the partial goals are the descriptions and calculation of these indicators. The work is focused mainly on the C-efficiency and on the partial indicators, which are the policy gap and the compliance gap. The first chapter is theoretical and is focused on the description of efficiency indicators and the second chapter deals with calculations and analysis of the development of these indicators. In the practical part, an analysis of the equality of the mean values of the two distributions is used. The analysis is performed by two-sample t-test at the 5% level of significance. The analysis covers the period from 2005 to 2018 and considers the differences between the new and the old Member States of the European Union. The main contribution of this work is the description of the development of the efficiency of the VAT system in the countries of the European Union in the researched period and the identification of areas and causes according to the fact that the system is not maximally effective.
