Efficiency of public expenditures and instruments for their enhancement

Abstract:

Tato diplomová práce je věnována problematice veřejných výdajů a řízení jejich efektivnosti. Je rozčleněna do čtyř kapitol. V první kapitole se zabývám charakteristikou a rozborem oblasti veřejných výdajů z teoretického pohledu. V druhé kapitole se soustředím na současný stav veřejných výdajů v České republice. Blíže se zde zabývám současnými dostupnými makroekonomickými čísly, jež jsou pro tuto práci relevantní. Třetí kapitola je věnována široké škále aktivních opatření, jež mají potenciál vést ke zvýšení efektivnosti veřejných výdajů. Jsou zde nastíněna možná další využitelná řešení. Čtvrtá kapitola pak obsahuje komparaci relevantních dat v České republice, na Slovensku a Slovinsku z mnoha různých pohledů. Tam, kde je to vhodné, jsou přiloženy grafy a schémata, která umožňují snadnější orientaci v problematice. V Závěru práce jsou zhodnoceny cíle, které jsem si pro tuto práci určil.

Abstract:

This diploma work presents problems of the public expenditures and thein efficiency control and regulation. It is dividend into four chapters. The first chapter considers features and analyses the public expenditures field using theoretical approach. In the second chapter I focus on the present status of the public expenditures in the Czech Republic. There I deal more closely with the currently available macroeconomic data relevant for this work. The third chapter pays attention to the wide scale of the active measures, which potentially lead to the increase of the public expenditures effectiveness. There are outlined further feasible utilisable solutions. The fourth chapter contains comparative analysis of the relevant data of the Czech Republic, Slovakia and Slovenia considering many different points of view. Wherever suitable, there are charts and schemes enabling better guidance in the problems. At the close of the work are sumed up the objektive, that I have made out for this work.
