Abstract:

Disertační práce se zabývá důležitým a stále aktuálním tématem v rámci kohezní politiky, a to její evaluací. Cílem disertační práce je výběr relevantních evaluačních metod a následné vyhodnocení jejich využitelnosti právě při evaluaci kohezní politiky. Práce shrnuje poznatky z oblasti regionální politiky, včetně specifik regionální politiky EU, dále regionálního rozvoje s akcentem na přístupy k hodnocení disparit. Stěžejní část práce se, s ohledem na zmíněnou důležitost provádění evaluace regionální politiky EU, zaměřuje na výběr relevantních evaluačních přístupů a na jejich aplikaci, a to v rovině národní i napříč regiony soudržnosti EU, a na následné vyhodnocení jejich využitelnosti právě při evaluaci kohezní politiky. Výzkum prokazuje, že provádět evaluaci kohezní politiky v rámci regionální dimenze je žádoucí, neboť závěry těchto konceptů se při velkém vzorku pozorování shodují, na rozdíl od závěrů metod aplikovaných na úrovni národní (s ohledem na převážně nízký počet regionů soudržnosti).

Abstract:

This dissertation deals with an important and still up-to-date topic within cohesion policy, which is its evaluation. The aim of this dissertation is to select relevant methods of evaluation and consequent assessment of their usability when assessing cohesion policy. This paper incorporates the findings in the sphere of regional policy with the specifics of regional policy included, as well as the regional development with the emphasis on various approaches to evaluation of disparities. The core part of this dissertation, in the view of the abovementioned importance of evaluation of the regional policy of the EU, focuses on selecting relevant assessment approaches and their application in the sphere of national economies of the EU, likewise across the cohesion regions of the EU, on the subsequent assessment of their applicability specifically in the sphere of cohesion policy assessment. The research has demonstrated that to evaluate cohesion policy within the regional dimension is more than desirable as the findings of these concepts result the same even in case of numerous samples, compared to conclusions of methods applied on national level (regarding the low number of cohesion regions).
