Nuclear energy safety in the Czech Republic - policy analysis approach

Abstract:

Předkládaná diplomová práce se zabývá tematikou bezpečnosti nukleární energetiky v České republice, respektive policy utvářenou v této oblasti a pro tuto oblast. Tu chápe jako problém bezpečnostní a environmentální. V práci jsou popsání aktéři, kteří se bezprostředně podílejí na tvorbě dané policy, a to jak aktéři na úrovni vnitrostátní, tak aktéři na mezinárodní úrovni. V textu jsou posléze popsány jejich vztahy a interakce a zhodnocena jejich role, respektive jejich vliv na realizovanou podobu policy přijatou v této oblasti. Hlavní důraz je pak kladen na srovnání významu vnitrostátních a mezinárodních aktérů v tomto procesu, tedy zejména na to, zda-li je doposud tvořena Českou republikou jakožto svrchovaným normotvůrcem, či zdali je její tvorba v České republice hlavně implementací mezinárodně přijímaných standardů.

Abstract:

The diploma thesis deals with the safety of nuclear power engineering in the Czech Republic, more precisely with the policy made in this field and for this field. It is regarded as a security and environmental issue. The thesis characterizes participants who are directly involved in creating the policy, both on the national and international level. Furthermore, their relations and interactions are described and their role, or rather their influence, on the policy passed in this field is evaluated. The main emphasis is put on the role that national and international participants play in this process, i.e. mainly on the question whether the policy has been made so far by the Czech Republic as a sovereign standard-setting authority or if it has been mainly an implementation of internationally accepted standards.
