Mechanisms weakening democracy: a case study of Poland since 2005

Abstract:

Tato bakalářská práce zkoumá úpadek demokracie v Polsku v letech 2005 až 2022. Cílem práce bylo zhodnotit, zda úpadek demokracie v Polsku postupoval podle vzorce mechanismů předloženého autory Levitzkým a Ziblattem a následně určit typ politického režimu v současnosti. Práce je jednopřípadovou studií, která využívá popisnou metodu, částečně komparativní metodu a metodu literární rešerše. Výzkum založený na kontextuální analýze polských vlád a parlamentních voleb potvrdil, že konsolidace polského politického systému postupovala v souladu s prezentovaným vzorcem. Prvně strana Právo a Spravedlnost oslabila soudní systém a dozorčí orgány, následně diskreditovala média. Práce stojí na teoretickém rámci, který tvoří demokracie, hybridní režimy a autoritářství. Na základě dosazení polského případu do charakteristik těchto teorií bylo konstatováno, že polský politický systém je v současnosti neslučitelný s demokratickou teorií. Některé z jejich znaků však stále naplňuje, jelikož prokázal největší shodu s teorií neliberální demokracie.

Abstract:

This bachelor's thesis examines the decline of democracy in Poland between 2005 and 2022. The aim of the thesis was to evaluate whether the decline of democracy in Poland followed the pattern of mechanisms presented by Levitzky and Ziblatt and then to determine the present political regime. The thesis is a single-case study using a descriptive method, a partial comparative method and a literature search method. The research, based on a contextual analysis of Polish governments and parliamentary elections, confirmed that the consolidation of the Polish political system followed the presented pattern. First, the Law and Justice party weakened the judicial system and supervisory bodies, then discredited the media. The thesis is based on a theoretical framework consisting of democracy, hybrid regimes and authoritarianism. Upon integrating the Polish case within the framework of these theories, it was inferred that the current state of the Polish political system is incompatible with democratic theory. However, it still fulfils some of its features, as it has shown the greatest consistency with the theory of illiberal democracy.
