Local coefficient and its use in municipalities in districts of the Ústí nad Labem Region

Abstract:

Tato bakalářská práce se věnuje problematice místního koeficientu. Místní koeficient je obcemi v České republice málo využívaný nástroj k navyšování příjmů obecních rozpočtů. Důvodů, které obce vedou k nezavedení místního koeficientu, jsou různé. Mezi nejčastěji uváděné důvody patří vliv okolních obcí a komunální volby. Hlavním cílem této bakalářské práce je identifikovat hlavní důvody pro nezavedení místního koeficientu v obcích v okrese Teplice a v okrese Most. Pro zodpovězení hlavního cíle byla data získána z dotazníkového šetření v obcích v okrese Teplice a v okrese Most, které nemají zavedený místní koeficient. Data byla vyhodnocena otevřeným kódováním, tak aby vznikl přehled nejčastěji uváděných důvodů pro nezavedení místního koeficientu. Dílčím cílem práce je následně zjistit, zda obce, které nezavedly místní koeficient, vynakládají méně prostředků na služby pro obyvatelstvo než obce, které místní koeficient zavedly. Dílčí cíl práce byl vyhodnocen pomocí neparametrického Mann-Whitney testu. Výsledky práce rozšířily současný stav poznání z pohledu, proč obce nechtějí zavést místní koeficient, a zda zavedení místního koeficientu ovlivňuje výši výdajů na služby pro obyvatelstvo. Práce přispěla k poznání hlavních důvodů, které vedou obce k nezavedení místního koeficientu na jejich katastrálním území. Byly identifikovány jak podobné důvody, které uvádí současný stav poznání, tak i pro současný stav poznání nové důvody.

Abstract:

This bachelor thesis deals with the issue of local coefficient. The local coefficient is an underused tool by municipalities in the Czech Republic to increase municipal budget revenues. There are various reasons that lead municipalities not to introduce the local coefficient. The most frequently cited reasons include the influence of neighbouring municipalities and municipal elections. The main objective of this bachelor thesis is to identify the main reasons for not introducing the local coefficient in municipalities in the Teplice and Most districts. In order to answer the main objective, data was obtained from a questionnaire survey in municipalities in Teplice district and in Most district that do not have a local coefficient in place. The data were evaluated by open coding to provide an overview of the most frequently cited reasons for not introducing a local coefficient. Subsequently, a sub-objective of the work is to determine whether municipalities that have not introduced a local coefficient spend less on services for the population than municipalities that have introduced a local coefficient. The sub-objective of the thesis was evaluated using a non-parametric Mann-Whitney test. The results of the thesis extended the current state of knowledge in terms of why municipalities do not want to introduce a local coefficient, and whether the introduction of a local coefficient affects the level of expenditure on services for the population. The thesis contributed to the understanding of the main reasons that lead municipalities not to introduce a local coefficient in their cadastral territory. Both similar reasons given by the current state of knowledge and new reasons for the current state of knowledge were identified.
