The Development of Accounting and Evidence in the Resort of Ministry of Defence, Czech Republic

Abstract:

Tato práce se zabývá problematikou účtování a evidence majetku v působnosti resortu Ministerstva obrany ČR, který musel reagovat na změny vytvořené Ministerstvem financí ČR, a to takzvanou „účetní reformu“. Budu zde vycházet z platné legislativy, předpisů a služebních pomůcek závazných pro všechny součásti a stupně rozpočtového úseku Ministerstva obrany ČR. Cílem této práce je potvrzení nebo vyvrácení tvrzení, že resort Ministerstva obrany ČR provedenými změnami v účetnictví a evidenci majetku přechází na systém akruálního účetnictví. Pro přiblížení dané problematiky jsou v teoretické části popsány pojmy týkající se daného tématu, je zde popsáno členění majetku a jeho charakteristika a dále členění evidence majetku a její charakteristika. Praktická část je zaměřena na změny v účtování a evidenci majetku, které nastaly postupným vývojem. Pro zjištění těchto změn je použito metod analýzy a porovnání. Závěr mé práce obsahuje popsání zjištěných změn v účtování a evidenci majetku daného resortu na základě provedených analýz, porovnání a uvedených komentářů.

Abstract:

This paper focuses on the topic of accounting and evidence of the Ministry of Defence´s properties. They have to react on the changes made by the Ministry of Finance of the Czech Republic – so called „accounting reform“. I write the paper on the basis of current and valid legislatation, law and the service tools which are obligatoty to all parts and levels of budget section of the Ministry of Finance of the Czech Republic. The objektive of this work is confirmation or disproof of the statement that the department of the Ministry of Defence passes to the acrual accounting system through the performed changes in accounting and evidence of the property. For further illustration, in the theoretical part all important terms concearning the topic are described as well as the division of property and its characteristics and also subsequently the division of property evidence and its characteristics. In the practical part I focused on the ganges in accounting and evidence of property which were slowly developed in time. For finding of these ganges the methods of analysis and comparison are being used. The conclusion of the paper contains the describtion of detected changes in accounting and property evidence of the particular department based on analyses, comparison and listed commentaries.
