Regional policy EU: the possibilities of the usage in the Usti Region

Abstract:

Regionální politika EU je v období 2007 – 2013 ideálním prostředkem, který můžou české regiony využít, aby se přiblížily úrovni vyspělé západní Evropy. EU vyčlenila pro potřeby politiky více než 1/3 svého rozpočtu a v rámci referenčního období je určeno pro ČR více než 750 miliard Kč. Práce se zabývá možnostmi využití regionální politiky EU v regionu Ústeckého kraje, který je z mnoha důvodu vhodný pro příjem dotací. Jako objekt výzkumu si autor vybral samotný Ústecký kraj, potažmo Krajský úřad Ústeckého kraje a příspěvkové organizace, které kraj ze zákona zřizuje. Práce se snaží ověřit hypotézu, že „Ústeckému kraji chybí dostatečná příprava k efektivnímu využívání regionální politiky EU“. Kterou ověřuje na základě přímé činnosti kraje v oblasti regionální politiky EU (předkládání projektů, činnost odborů, problém s předfinancováním projektů a exkluzivita ROP Severozápad).

Abstract:

European Union Regional policy is an ideal instrument which the regions of Czech Republic can use to achieve the economic level of Western Europe in 2007-2013 period. One third of the EU-budget is available for needs of this policy, out of which 750 billions is intended for Czech Republic for the 2007-2013 period. This thesis is deals with the possibilities of using the EU regional policy in the Usti Region, which is for many reasons appropriate to use the grants. The thesis is focused on the Regional Authority of the Usti Region and its allowance organizations. The hypothesis of this thesis is “The Usti Region lacks of the appropriate preparation to be effective in the using of EU regional policy.” The hypothesis will be verified by analysis of the concrete activities of Regional Authority of the Usti Region (preparation of the projects, activities of Regional Authority departments, project financing problem and special position of ROP Severozapad).
