Analysis of the success of rail transport liberalization in the Czech Republic and Germany based on selected indicators in 2010-2020

Abstract:

Cílem této diplomové práce je zanalyzovat dopady zavedení Evropských směrnic z roku 2011 s cílem podpory a vytvoření konkurenceschopného dopravního systému v železniční dopravě, který účinně a efektivně využívá zdroje a napomáhá k narušení monopolních struktur železničních společností, které jsou nebo byly vlastněny státem v ČR a v Německu. V teoretické části jsou vymezeny základní pojmy neoklasické školy vztažené na problematiku železničního dopravního systému v daných zemích – zejména problematiku konkurence a monopolních struktur. Dále se práce zabývá popisem a vysvětlením pojmů na trhu železniční dopravy, rozdíly mezi dotovanou a nedotovanou železniční osobní dopravou, vývojem a tvorbou ceny jízdného. V praktické části se čtenáři seznámí s historickým vývojem liberalizace železniční dopravy v Evropě, ČR a Německu, s představením současných dopravců a dopravních systémů působících na železničním trhu v ČR a v Německu. Dále s problematikou české a evropské legislativy vztahující se na železniční dopravu, které v sobě implikují Evropská nařízení a dále za pomoci využití metody analýzy a srovnávání bude ilustrováno zhodnocení dopadů zavedení Evropských směrnic na liberalizaci železničního sytému v ČR a Německu prostřednictvím vhodných ekonomických a dopravních ukazatelů a jak dané změny ovlivnily hospodaření národních dopravců a veřejné finance. Z dotazníkových šetření jsou získány důležité poznatky o vhodnosti a smysluplnosti zavedení Evropských směrnic v železniční dopravě a jejich dopad na vývoj kvality a množství poskytovaných služeb v posledních deseti letech. Na základě jednotlivých analýz je navrženo doporučení pro stát.

Abstract:

The aim of this thesis is to analyze the effects of the introduction of European directives from 2011 in order to support and create a competitive transport system that efficiently and effectively uses railway resources and helps to disrupt the monopoly structures of railway companies that are or were owned by the state in the Czech Republic and Germany. In the theoretical part, the basic terms of the neoclassical school related to the issue of the railway transport system in the given countries - especially the issue of a competition and monopoly structures - are defined. Furthermore, the thesis deals with the description and explanation of terms on the rail transport market, the differences between subsidized and non-subsidized rail passenger transport, the development and formation of the fare price. In the practical part, readers will learn about the historical development of the liberalization of rail transport in Europe, the Czech Republic and Germany, with an introduction to current carriers and transport systems operating on the railway market in the Czech Republic and Germany. Next, the readers will be apprised with the issue of Czech and European legislation relating to rail transport, which imply European regulations, and with the help of the analysis and comparison method, the evaluation of the impact of the introduction of European directives on the liberalization of the railway system in the Czech Republic and Germany, will be illustrated through appropriate economic and transport indicators and how the given changes affected the economy of national carriers and public finance. From questionnaire surveys is received important knowledge about the appropriateness and meaningfulness of the implication of European directives in rail transport and their impact on the development of the quality and quantity of services provided in the last ten years. Based on individual analyses, a recommendations for the state is proposed.
