Abstract:

Cílem práce je zjistit, zda aktivní politika zaměstnanosti v České republice má vliv na počet nezaměstnaných osob starších 50 let. Počet osob starších 50 let je v této práci uveden v přepočtu na 100 tisíc obyvatel České republiky. Aktivní politika zaměstnanosti je definována jako opatření, která směřují k zajištění maximální možné úrovně zaměstnanosti v České republice a tato práce využívá data představující výdaje vlády na tuto politiku. V rámci aktivní politiky zaměstnanosti je také vymezen příspěvek na rekvalifikace, se kterým se v praktické části této studie také pracuje. K ověřování čtyř stanovených hypotéz je využito metody nejmenších čtverců, kdy v regresní analýze je endogenní proměnnou počet nezaměstnaných osob starších 50 let vpřepočtu na 100 tisíc obyvatel v České republice a dále také počet mužů a žen v tomto věku. Jako exogenní proměnné jsou vybrány výdaje na aktivní politiku zaměstnanosti v České republice, výdaje na rekvalifikaci a také hrubý domácí produkt v České republice. K ověření hypotéz byla vybrána data z období mezi lety 2005 a 2018, a to z důvodu, že data pro rok 2019 nebyla prozatím dostupná a v práci byla snaha o co nejvyšší aktuálnost daného tématu. Výsledky prokazují, že jak výdaje na aktivní politiku zaměstnanosti, tak výdaje na rekvalifikaci nemají statisticky významný vliv na počet nezaměstnaných osob starších 50 let v České republice. Naopak se povedlo prokázat, že statisticky významným faktorem, který ovlivňuje počet nezaměstnaných osob ve věku starším 50 let, je hrubý domácí produkt. Ten se ukázal jako ovlivňující faktor ve všech stanovených hypotézách.

Abstract:

The aim of the thesis is to find out whether the active employment policy in the Czech Republic has an effect on the number of unemployed persons older than 50 years. The number of people over the age of 50 is given in this work per 100 thousand inhabitants of the Czech Republic. Active employment policy is defined as measures aimed at ensuring the maximum possible level of employment in the Czech Republic, and this work uses data representing government spending on this policy. The active employment policy also defines the contribution to retraining, which is also being worked on in the practical part of this study. The least squares method is used to verify the four established hypotheses, where in the regression analysis the endogenous variable is the number of unemployed persons over 50 years of age per 100 thousand inhabitants in the Czech Republic and also the number of men and women in this age. Expenditures on active employment policy in the Czech Republic, expenditures on retraining and also gross domestic product in the Czech Republic are selected as exogenous variables. Data from the period between 2005 and 2018 were selected to verify the hypotheses, due to the fact that data for 2019 were not yet available and the work was to make the topic as actual as possible. The results show that both expenditure on active employment policy and expenditure on retraining do not have a statistically significant effect on the number of unemployed persons over the age of 50 in the Czech Republic. On the contrary, it has been shown that gross domestic product is a statistically significant factor influencing the number of unemployed persons over the age of 50. This proved to be an influencing factor in all established hypotheses.
