Role of Street level Bureaucrats in communication process in NGO

Abstract:

Cílem předkládané případové studie bylo zjistit, jaké komunikační bariéry brání street level byrokratům v komunikaci v efektivním výkonu jejich pracovní role ve vazbě na konkrétní organizaci. K tomuto účelu byly vytýčeny dílčí výzkumné otázky, jejichž zodpovězení by mělo dopomoci si odpovědět na výzkumnou otázku hlavní. Výzkumná strategie vycházela z kvantitativních i kvalitativních metod výzkumu, kdy bylo zvoleno smíšené písemné i ústní dotazování se studiem dokumentů organizace. Bylo zjišťováno, jaké je v organizaci komunikační klima, jak hodnotí street level byrokraté informace, které jim organizace poskytuje, jakou dostávají zpětnou vazbu, jak je jim nasloucháno, jaká je komunikace s jejich přímými nadřízenými, jak je zajištěn tok informací od nich k vedení organizace a také jaké role zastávají v návaznosti na Lipského typologii. Bylo zjištěno, že v reflexi na zkoumané organizační prostředí jsou Street level byrokraté orientováni na spotřebitele veřejných a sociálních služeb a na profesní normy. V organizaci dále panuje otevřené komunikační klima se zaměřením na spolupráci a vztahy. Bylo zde navrženo především překonfigurovat komunikační filtry, posílit sdílení společných celoorganizačních myšlenek, zlepšit systematickou práci s informacemi, a zavedení jednoduchého jazyka pro lepší dorozumívání.

Abstract:

The aim of this case study was to find, what communication barriers block street level bureaucrats to communicate in an effective performance of their working role in the specific organization. For this purpose there were specified research questions whose answers should represent a mean to answer the main research question. Research strategy was based both on quantitative and qualitative research methods, when there was mixed oral and written questioning with the study of organisation’s documents. It has been examined what is the organization communication climate, how street level bureaucrats judge information, which the organization provides them, what feedback they receive, if their opinions are important to the organisation, how the communication with their direct employers is, how the flow of information is ensured from the organization's management and also the role of Lipsky typology. It was found that in reflection on organizational environment street level bureaucrats are oriented on the consumer of public and social services and on the professional standards. In addition there is an open communication climate in the organization with a focus on cooperation and relationship. It was mainly designed to modify the communication filters, to strengthen full organizational sharing common ideas, improve systematic work with the information, and implementation of a simple language for a better communication.
