The role of the Recovery Programme for Urban Monument Reserves and Urban Monument Zones in the context of culture monument preservation in the Czech Republic

Abstract:

Diplomová práce se zabývá financováním kulturního dědictví, respektive památkové péče. Záměrem je hodnocení role Programu regenerace městských památkových rezervací a zón, na který bude zaměřena detailnější pozornost. Součástí tohoto programu je soutěž Historické město roku, kde je hodnocen program regenerace v praxi. Jak tento program a soutěž ovlivní nejen ochranu a opravy kulturních památek, ale i propagaci historických jader měst, povědomí o nich a zda to ovlivní i cestovní ruch, zda jim tyto nástroje státu pomáhají, je výzkumnou otázkou, která je i motivací k danému výzkumu? Práce má za cíl na základě kritického zhodnocení stavu financování památkové péče navrhnout změny, které povedou ke zlepšení situace, kde je to žádoucí. K tomu budou využity standardní metodologické postupy rešerše, analýzy a syntézy, přičemž hlavními zdroji informací budou Monitor Státní pokladny Ministerstva financí, Památkový katalog a informační zdroje zaměřené na relevantní aktivity Ministerstva kultury.

Abstract:

The thesis deals with the financing of cultural heritage or heritage preserva-tion. The intention is to evaluate the role of the Recovery Programme for Urban Monument Reserves and Urban Monument Zones, which will be looked at in more detail. The Historic City of the Year competition is part of this programme, where the regeneration programme is evaluated in practice. How do this programme and competition affect the protection and repair of heritage sites and the promotion and awareness of historic city cores, and whether this also affects tourism, and whether these state tools help them, is the research question that motivates the research in question? The thesis aims to propose changes that will lead to improvements where desirable, based on a critical assessment of the state of heritage funding. In order to achieve this goal, standard methodological procedures of research, analysis and synthesis will be used, with the primary sources of information being the Treasury Monitor of the Ministry of Finance, the Heritage Catalogue and information sources focused on relevant activities of the Ministry of Culture.
