Abstract:

Úkolem této bakalářské práce je vyhledat problémová místa v rozpočtu města Stráž pod Ralskem (Stráž) za roky 2011 - 2018, identifikovat příčinu vzniku nevyrovnaného rozpočtu a doporučit opatření na zlepšení hospodaření obce. Z účetních výkazů, výstupů a dat z rozpočtu a závěrečných účtů města byly v roce 2015 znatelné rozdíly na příjmové i výdajové stránce rozpočtu. Náplní vlastní práce je zhodnocení a zkoumání především vedlejší činnosti obce, včetně obcí zřízených příspěvkových organizací a založených obchodních společností. Celé zpracování se opírá o platné české zákony a legislativu, která vymezuje fungování územního samosprávního celku (ÚSC), nakládání s veřejnými prostředky, financování a hospodaření s majetkem města. Komparace města Stráž s okolními obcemi, konktrétně Mimoní a Cvikovem je obsažena v závěru bakalářské práce společně s doporučeními na zlepšení hospodaření Stráže. Výsledek bude sloužit mimo jiné pro budoucí účely vedení obce a jako pomocná metodika k sestavování rozpočtů a střednědobých výhledů obcí.

Abstract:

The aim of this bachelor thesis is to identify problems in the budget of town of Stráž pod Ralskem (Stráž) between years 2011 and 2018, to determine the cause of unbalanced budget and to recommend measures to improve the management of the municipality. From the financial statements, accounting outputs and data from the budget and final accounts of the town in 2015 there were noticeable differences on the revenue and expenditure side of the budget. The scope of the paper is to evaluate the activities of the municipality, including municipal contributory organizations and companies. The entire thesis is based on valid Czech laws and legislation, that defines the functioning of a territorial self-governing unit, management of public funds, financing and management of town property. The comparison of Stráž pod Ralskem with some near towns, namely Mimoň and Cvikov is included in the conclusion of the bachelor thesis together with recommendations for improving the management of Stráž. The result will serve, besides other things, for the future purposes of the municipality's management and as an auxiliary methodology for compiling budgets and medium-term prospects of municipalities.
