Regional Differentiation of Czech Agriculture in the Period of Integration of the Czech Republic into the European Union

Abstract:

Vývoj českého zemědělství v posledních dvou dekádách byl významně ovlivněn dvěma událostmi, které změnily společenské, ekonomické a politické podmínky v České republice – celospolečenskými změnami po roce 1989 a vstupem Česka do Evropské unie v roce 2004. Zatímco změny v zemědělství v období transformace zemědělství byly důsledně sledovány, regionální proměny zemědělství v období začleňování Česka do EU byly zachyceny spíše parciálně. Předkládaná disertační práce si proto za primární cíl klade rozšířit poznání regionální diferenciace a proměny českého zemědělství v období začleňování České republiky do Evropské unie. Práce předkládá charakterizaci regionálního vývoje českého zemědělství na úrovni okresů ve vztahu k rozměru zemědělství v daných územních jednotkách, diskutuje územní polarizaci v českém zemědělství s důrazem na diferenciaci vývoje dle podmínek území pro zemědělství a zhodnocuje zachycený regionální vývoj v kontextu debat o multifunkcionalitě v zemědělství identifikovaného jako vhodný analytický rámec proměny zemědělského systému v Česku. Práce za tímto účelem využívá širokého spektra samostatně-připravených dat na úrovni okresů pokrývající využití půdy, agrární strukturu a zaměstnanost, zemědělskou produkci (jak rostlinné, tak živočišné), ekologické zemědělství a finanční podporu směřující do českého zemědělství z EU v období let 2000-2010. Vzhledem k povaze dat a cíli celorepublikového hodnocení proměny zemědělství jsou prací využity kvantitativní statistické metody a ukazatele variability a koncentrace. Hodnocení zachycených vývojových změn v kontextu diskuzí o multifunkcionalitě v zemědělství je doplněno výsledky výzkumné sondy ukazující vnímání multifunkcionality českými zemědělci.

Abstract:

Development of Czech agriculture in the past two decades has been significantly influenced by two events determining the social, economic and political conditions in the Czech Republic – the society-wide changes following the year of 1989 and the entry of the country into the European Union in 2004. While changes in the agricultural sector in the period of transformation of agriculture were monitored closely and consistently, the regional transformations of agriculture during the period of integration of the Czech Republic into the EU have so far been captured rather partially. Therefore this dissertation targets primarily at expanding the knowledge of the regional differentiation and change of Czech agriculture in the integration period. The dissertation presents the characterization of regional development of Czech agriculture at the district level in relation to the dimension and scale of agriculture in these territorial units; regional polarization in Czech agriculture is further discussed with emphasis on the differentiation of development due to specific agricultural conditions of individual territories. The identified regional development is subsequently evaluated in the context of debates on multifunctionality in agriculture, since this context is understood to form an appropriate framework for analysing the transformation of the agricultural system in the Czech Republic. For this purpose, a wide range of self-constructed data is used, covering at the district level the issues of land use, agrarian structure and employment, agricultural production (both crop and animal), organic agriculture and financial subsidies flowing into the Czech agriculture from the EU in the period of 2000–2010. With regard to the nature of the data and the objective to evaluate from the nation-wide perspective the transformation of agriculture, the dissertation employs quantitative statistical methods and variability and concentration indicators. The evaluation of the recorded developmental changes within the debates on multifunctionality in agriculture is supplemented by the results of a research probe revealing the perceptions of multifunctionality on the part of Czech farmers.
