Abstract:

Pandemie COVID-19 upozornila na naléhavou potřebu zeleného financování, protože vyvolala celosvětovou hospodářskou krizi, která má za následek výrazný pokles hospodářského růstu a zaměstnanosti v mnoha zemích. Zelené finance mohou hrát klíčovou roli při podpoře hospodářské obnovy vytvářením nových pracovních příležitostí v zeleném sektoru a investicemi do udržitelné infrastruktury a technologií. Současná situace představuje jedinečnou příležitost pro transformační změny, protože tvůrci politik obhajují „zelenou obnovu“, která upřednostňuje udržitelnost a odolnost. Zelené finance mohou sloužit jako katalyzátor této transformace tím, že poskytnou potřebné finanční zdroje a pobídky na podporu přechodu k udržitelnějším a odolnějším ekonomickým systémům. Centrální banka jako primární regulátor měnové nabídky a jeden z finančních regulačních orgánů sehrála klíčovou roli v rozvoji zelených financí. V této souvislosti je provádění politik zeleného financování centrálními bankami zásadní pro podporu udržitelného hospodářského rozvoje. Tato práce primárně zkoumá a analyzuje současný stav rozvoje a řízení zelené finanční politiky v Čínské lidové bance. Konkrétně se zaměřuje na zelené dluhopisy, úvěry a pojištění, přičemž jsou shrnuty odpovídající výhody, výzvy a strategie rozvoje PBOC pro tyto nástroje. Dále je provedena analýza současného vývoje politiky v oblasti zelených financí Evropskou centrální bankou a porovnána s PBOC. Příspěvek představuje shrnutí jeho výhod a výzev. Následují doporučení a závěry PBOC o podpoře udržitelného rozvoje. Cílem tohoto dokumentu je poskytnout referenci pro globální rozvoj zeleného financování v Číně.

Abstract:

The COVID-19 pandemic has highlighted the pressing need for green finance, as it has triggered a global economic crisis resulting in significant declines in economic growth and employment across numerous countries. Green finance can play a pivotal role in supporting economic recovery by creating new job opportunities within the green sector and investing in sustainable infrastructure and technologies. The current situation presents a unique opportunity for transformative change, as policymakers advocate for a "green recovery" that prioritizes sustainability and resilience. Green finance can serve as a catalyst in this transformation by providing the necessary financial resources and incentives to support the transition towards more sustainable and resilient economic systems. The central bank, as the primary regulator of monetary supply and one of the financial regulatory bodies, has played a pivotal role in advancing the development of green finance. In this background,the implementation of green finance policies by central banks is crucial for promoting sustainable economic development. This paper primarily examines and analyzes the current state of green finance policy development and management at the People's Bank of China. Specifically, the focus is on green bonds, credit and insurance, with corresponding advantages, challenges and development strategies of PBOC for these instruments summarized. Furthermore, an analysis of the current policy development situation in the field of green finance by the European Central Bank is conducted and compared to that of PBOC. The paper present a summary of its benefits and challenges. Followed by the recommendations and conclusions from PBOC on promoting sustainable development. The aim of this paper is to provide a reference for the global advancement of green finance in China.
