The design and implementation of European Union sanctions: A case study of Syria

Abstract:

Práce se týká omezujících opatření Evropské unie ve vztahu k Sýrii. Tato opatření byla zavedena v reakci na užití násilí vůči civilistům při protestech v roce 2011. V první části jsou definována omezující opatření a je rozebrán proces jejich tvorby a implementace. V druhé části je analyzován případ Sýrie. Jsou zde zmíněny důvody pro zavedení opatření, jejich dynamika a dopady na režim. Cílem práce je zkoumat omezující opatření jako prostředek k řešení a zabránění eskalaci konfliktu v Sýrii. Toho je dosaženo prostřednictvím případové studie a analýzy sankčního seznamu dle Rozhodnutí rady 2011/273/SZBP. Výsledkem práce je zmapování tohoto sankčního režimu a přispění k porozumění dané problematice z pohledu Evropské unie.

Abstract:

The thesis concerns the European Union's restrictive measures in relation to Syria. These measures were introduced in response to the use of violence against civilians during the 2011 protests. The first part defines the restrictive measures and discusses the process of their design and implementation. The second part analyses the case of Syria. The reasons for the introduction of the measures, their dynamics and their impact on the regime are discussed. The aim of the thesis is to examine restrictive measures as a means to address and prevent the escalation of the conflict in Syria. This is achieved through a case study and analysis of the sanctions list under Council Decision 2011/273/CFSP. The thesis results in mapping this sanctions regime and contributing to the understanding of the issue from the perspective of the European Union.
