European Populist Parties and the Migration Policy of the European Union: A Case Study of Italian Lega since 2012

Abstract:

Práce se věnuje tématu migrace a migrační politice Evropské unie s odkazem na evropskou migrační krizi. Tato práce se tedy snaží ukázat na politický program strany Lega ve spojení s bezpečnostní a migrační politikou a reálnost nabízených řešení. Snaží se najít odpověď na celkem tři otázky. Zaprvé, zdali je pro Itálii otázka migrace klíčová. Zadruhé, jestli Lega skutečně patří mezi pravicové populistické strany. A nakonec jaká opatření a řešení Lega v otázkách migrace nabízí. K zodpovězení těchto otázek byla zvolena metoda deskriptivní, která přináší základní pojmy týkající se migrace a sleduje vývoj migrační politiky Evropské unie, a metoda analytická, jež analyzuje politický program strany Lega a kroky učiněné během účasti této strany na vládní koalici v období 2018─2019. Práce přináší závěr, že migrace je pro Itálii klíčová především kvůli její nevýhodné geografické pozici na hranicích Evropské unie. Strana Lega, jež splňuje definici krajně pravicové populistické strany, pak přinesla v otázkách migrace několik opatření, které uvedla do praxe během svého působení ve vládní koalici.

Abstract:

The thesis deals with the topic of migration and migration policy of the European Union with reference to the European migration crisis. This work therefore tries to show the political program of the Lega party in connection with security and migration policy and the reality of the solutions offered. The goal is to find answers to a total of three questions. Firstly, whether the issue of migration is crucial for Italy. Secondly, whether Lega really belongs to the right-wing populist parties. Finally, what measures and solutions does Lega offer on migration issues. To answer these questions, a descriptive method was chosen, which provides basic concepts related to migration and monitors the development of the European Union's migration policy, and an analytical method, which analyses Lega's political program and steps taken during the party's participation in the government coalition in 2018─2019. The thesis concludes that migration is crucial for Italy, mainly due to its disadvantaged geographical position on the borders of the European Union. The Lega Party, which meets the definition of a far-right populist party, then introduced several measures on migration issues, which it put into practice during its time in the governing coalition.
