Diplomová práce se zabývá zákonodárným procesem, který popisuje v první kapitole od návrhu zákona až po jeho účinnost. V druhé kapitole diplomová práce zkoumá podíl návrhů zákonů podaných zastupitelstvy krajů, které jsou v zákonodárném procesu minimálně. Abstract:
The diploma thesis deals with the legislative process, which describes in the first chapter from the draft law to its effectiveness. In the second chapter, the thesis examines the share of draft laws submitted by regional councils, which are at least in the legislative process.
