Analysis of changes in administration and management of local governments as a result of the accounting reform in force from 1.1.2011

Abstract:

Vytvoření podmínek pro efektivní zajištění správných, úplných a včasných informací o hospodářské situaci státu a o příslušných účetních jednotkách je hlavní cíl účetní reformy ve veřejných financích, kterého se vláda České republiky snaží dosáhnout zavedením legislativních změn od 1.1.2010. Cílem práce je analyzovat a zhodnotit změny při správě a řízení územních samosprávných celků v důsledku účetní reformy platné od 1.1.2011, tedy ve druhém a třetím roce od jejího zavedení. Práce je rozdělena do šesti kapitol. První dvě kapitoly obsahují teorii spojenou s veřejným sektorem, veřejnými financemi a rozpočtem. Následující kapitola seznamuje s účetní reformou. Konkrétně s jejími cíly, předpoklady a důvody. Čtvrtá kapitola se věnuje analýze legislativních změn pro územní samosprávné celky, na kterou navazuje kapitola analýzy změn v hospodaření konkrétní obce, jako představitele základního územního samosprávného celku. Práce je zakončena zhodnocením dopadů účetní reformy.

Abstract:

The formation of conditions for the effective support of correct, complete and timely information about the economic situation of the state and about particular accountant units is the main objective of the accountant reform in the public finances sector, which the government of the Czech Republic is trying to reach by imposing legislative changes from 1/1/2010. The aim of this thesis is to analyze and evaluate the changes in the administration and managing of the territorial self-governing units in consequence of the reform which has been valid from 1/1/2011, therefore in the second and third year since the reform imposition.The thesis is divided into six chapters. First two chapters contain theory related to the public sector, public finances and the budget. Following chapter introduces the accountant reform, concretely its aims, assumptions and reasons. The fourth chapter is concerned with the analysis of the legislative changes for territorial self-governing units, as the chapter about the analysis of the economic changes of particular municipality (as a representative of the basic terrotorial self-governing unit) follows up. The thesis is concluded by the impact of the accountant reform evaluation.
