Costs and benefits of membership of Czech Republic in the European Union

Abstract:

Bakalářská práce studuje přínosy a náklady členství v Evropské unii. Konkrétně práce zkoumá historický vývoj ekonomicko-politických koncepcí na evropském kontinentu a vývoj teoretických konceptů integračních koncepcí. Zde docházím k názoru, že nejlepší politický integrační koncept je realistický intergovernmentalismus kvůli schopnosti reagovat na politické změny. Kromě toho v bakalářské práci odhaluji častou komunistickou a socialistickou minulost členů Evropské komise. V praktické části se zaobírám diskutabilními okruhy činnosti Evropské unie. Podařilo se mi dosvědčit, že reálná čistá pozice mezi Českou republikou a Evropskou unií je negativní. Položka, která doplňuje rozdíl mezi transfery do Evropské unie a z Evropské unie, jsou náklady na unijní legislativu. Ekonomické každoroční náklady regulací dosahují dle studie Evropského hospodářského a sociálního výboru 3,7 % HDP. Právě tyto náklady, které nesou spotřebitelé dostávají čistou pozici z pozitivní do negativní pozice. V práci zkoumám demokratický deficit v Evropské unii, kdy docházím k závěru, že tento problém je způsoben institucionálními problémy, kterými je například špatné nastavení brzd a protiváh dělby moci. Dále v bakalářské práci dokazuji, že vybrané výhody Evropské unie mají ve světě variaci alternativ, což dokládám konkrétními příklady. V práci se mi nepodařilo prokázat souvislost mezi vstupem České republiky do Evropské unie a zvýšení odlivu zisku ve formě dividend německých a francouzských bank do zahraničí. Cílem bakalářské práce bylo analyzovat náklady regulací a správy Evropské unie a prokázat, že reálná čistá pozice mezi Českou republikou a Evropskou unií, tedy pozice rozšířená o tyto náklady je ve skutečnosti negativní a nikoliv pozitivní, jak se často uvádí v médiích.

Abstract:

The thesis studies the benefits and costs of membership in the European Union. Specifically, the thesis examines the historical development of economic-political concepts on the European continent and the development of theoretical concepts of integration conceptions. Here I conclude, that the best political integration concept is realistic intergovernmentalism for its ability to react to the political changes. Moreover, I disclose quite often communist or socialist past of European Commissioners in my thesis. I deal with contentious areas of activity of the European Union in the practical part of my thesis. I overcame to testify that, the real net position between the Czech Republic and the European Union is negative. The item which changes that gap between transfers to the European Union and from the European Union are costs for EU legislation. Economic per annum costs of regulation worth 3,7 % of GDP by the study of the European Economic and Social Committee. These costs, which are paid by consumers, change net position between the Czech Republic and the European Union from positive to negative position. I examine the democratic deficit in my thesis. My conclusion is that institutional problems cause the problem of democratic deficit, what is for example wrong distribution of checks and balances. Further, I prove that selected benefits of European Union have many variances of alternatives in the world what I illustrate with many specific examples. I did not prove in my thesis connection between entry into the European Union and increase outflow of profits in the form of dividends of German and France banks. The aim of the bachelor thesis was to analyse the costs of regulation and administration of the European Union. Further prove that the real net position between the Czech Republic and the European Union, a position extended by these costs is actually negative and not positive, as is often published in media.
