Employee benefits of local government authorities of the Ústí Region

Abstract:

Zaměstnanecké benefity neboli odměny poskytované nad rámec platu, představují jednu z nejdůležitějších oblastí managementu řízení lidských zdrojů. Přesto je benefitům oproti ostatním složkám odměňování věnováno znatelně méně empirické pozornosti. Tato práce je zaměřena především na zmapování politiky zaměstnaneckých benefitů v orgánech územní samosprávy Ústeckého kraje, avšak za účelem získání komplementárních informací o spokojenosti zaměstnanců s odměňováním je práce zaměřena také na spokojenost s platem. Za využití dotazníkového šetření práce zkoumá spokojenost zaměstnanců s benefity a potenciální rozdíly ve spokojenosti v závislosti na sociodemografických a organizačních faktorech. K vyhodnocení dat byly využity neparametrické testy, Spearmanova pořadová korelační analýza a Multinomická logistická regrese. Výsledky práce potvrdily, že nejvíce spokojeni s benefity jsou zaměstnanci s vyšším odborným vzděláním, naopak rozdíly ve spokojenosti s benefity nebyly prokázány dle pohlaví, profesní seniority či příslušnosti k věkové generaci. Nejvyšší spokojenost s platem byla prokázána u zaměstnanců generace Baby Boomers. Výsledky práce potvrdily, že největší vazbu na nespokojenost s benefity má nespokojenost se systémem poskytování, následováno nespokojeností s platem, pociťovanou nespravedlností v kontextu odměňování a nedostatečnou informovaností o benefitech. Jako nejdůležitější benefity se ukázaly příspěvek na stravování, sick days, home office, penzijní připojištění a pružná pracovní doba. Výsledky práce mají praktické využití zejména pro zapojené instituce, které o výsledky projevily zájem, přičemž z obdržené zpětné vazby je patrný individuální přínos výsledků. Přidanou hodnotou práce je především aplikace poznatků získaných ze zahraničních studií na Ústecký region.

Abstract:

Employee benefits, or rewards provided beyond salary, are recognized as one of the most important areas of human resource management. Nevertheless, compared to other components of compensation, benefits have received significantly less empirical attention. This thesis is mainly focused on mapping the policy of employee benefits in the local government authorities of the Ústí Region, however, in order to obtain complementary information about employee compensation satisfaction, the thesis is also focused on satisfaction with salary. By using a questionnaire survey, the thesis examines employee benefit satisfaction and possible differences in satisfaction depending on socio-demographic and organizational determinants. Non-parametric tests, Spearman's rank correlation coefficient and Multinomial logistic regression were used to evaluate the data. The results of the thesis confirmed that the most satisfied with benefits are employees with a higher professional education, on the contrary, differences in benefit satisfaction were not proven according to gender, seniority or generation. The highest level of pay satisfaction was found among employees of the generation Baby Boomers. The results of the thesis confirmed that dissatisfaction with the benefit system has the greatest effect on dissatisfaction with benefits, followed by dissatisfaction with salary, perceived injustice in the context of remuneration and lack of information about benefits. The most important benefits were meal allowance, sick days, work from home, contribution to pension insurance and flexible working hours. The results of the thesis have practical use especially for the involved institutions, as they have shown interest in the results, while the individual contribution of the results for institutions is evident from received feedback. The contribution of this thesis is primarily in the application of knowledge gained from foreign studies to the Ústí region.
