Abstract:

Tato diplomová práce v první části popisuje posun v míře zapojení národních parlamentů členských států do legislativního procesu EU s důrazem na poslední revizi primárního práva – Lisabonskou smlouvu. V následné případové studii jsou zkoumány a porovnávány novelizace jednacích řádů parlamentů České republiky, Dánska a Švédska mezi lety 2004 a 2012. Cílem této analýzy je zodpovědět otázky, zda je reaktivita vnitrostátních parlamentů dostatečná pro potřeby zapojení do legislativního procesu EU a zda má délka členství vliv na ochotu států přizpůsobovat národní struktury procedurám EU.

Abstract:

The first section of this diploma thesis describes a shift in the degree of involvement of the national parliaments in the EU legislative process, with emphasis on the last revision of the primary law - the Lisbon Treaty. Amendments of the rules of procedure of Parliament of the Czech Republic, Denmark and Sweden between the years 2004 and 2012 are examined and compared in a subsequent case study. The aim of this analysis is to answer the questions whether the reactivity of the national parliaments is sufficient for the purposes of participation in the EU legislative process and whether length of membership influences willingness of the states to adapt the national structures in order to exploit from the EU procedures.
