Upscaling in order to capacitate local government in the Czech Republic?

Abstract:

Disertační práce se věnuje problému územní roztříštěnosti obcí v České republice z ekonomického pohledu. Hlavním cílem práce je testovat za pomoci vybraných proměnných vztah mezi populační velikostí a ekonomickou výkonností českých obcí a na základě výsledků pak stanovit doporučení pro veřejnou politiku. Ekonomická výkonnost je měřena jako náklady na službu na jednoho obyvatele. Pro testování závislosti mezi náklady na veřejnou službu a počtem obyvatel v obci byla využita regresní analýza. Výsledky potvrzují, že existuje vztah mezi náklady na obyvatele a počtem obyvatel v obci v oblasti výběru a správě místních poplatků, v předškolním a základním školství a v oblasti všeobecné správy, kterou obce poskytují. Větší obce tak dokáží poskytovat tyto služby levněji. I proto je nutné se začít zabývat otázkou, jak snížit velké množství malých obcí. Jako vhodný nástroj se ukázala meziobecní spolupráce, nicméně je nutné učinit větší množství politických rozhodnutí a legislativních kroků, aby se mohla tato spolupráce dlouhodobě a úspěšně rozvíjet.

Abstract:

The thesis focuses primarily on the economic dimension of the problem of territorial fragmentation of municipalities in the Czech Republic. The main aim of the thesis is on the base of the selected set of indicators to test the relation between the size and the economic performance of the Czech municipalities (measured by per capita costs expenditures) and to formulate policy recommendations based on these findings. This requires performing regression analyzes and testing the dependence between the costs per capita of providing public services and the population in the municipality. The results of this work confirm that there is a partial relationship between the number of inhabitants and the cost of providing public services in the area of collecting and administration of local fees, pre-primary and elementary education and general administration. Larger municipalities are able to provide these services cheaper. That is why it is necessary to start to address the question of how to reduce a large number of small communities. Inter-municipal cooperation has proved to be an appropriate instrument, but more political decisions and legislative steps need to be taken in order to develop this cooperation in the long term and successfully.
