Comparison of the processes of devolution in Great Britain

Abstract:

Devoluce - jako významný politický proces - výrazně ovlivňuje současné politické dění ve Velké Británii. Na britské politické scéně se ale nejedná o nový proces, první pokusy o zavedení tohoto komplexního, a do jisté míry unikátního procesu do praxe pocházejí již z 19. století. Cílem této práce je analyzovat proces devoluce a porovnat vývoj devolučního procesu v jednotlivých regionech Velké Británie po vítězství labouristické strany ve volbách v roce 1997, kdy byla myšlenka devoluce převedena do praxe. V této práci budou porovnány přístupy jednotlivých aktérů - centrální vlády, jednotlivých regionů a politických stran - k devoluci, a dále také to, jakým způsobem ji tito aktéři ovlivnili do její dnešní podoby.

Abstract:

Devolution, as an extremely important process, materially influences the contemporary political situation in the United Kingdom. However, this is not a new process since the very first attempts to bring this rather complex and - in a way - unique process to life date back to the 19th century. The aim of the thesis is to analyse the devolution process and compare the development of the devolution process in the regions during the period after 1997, when the Labour Party won the election and the idea of devolution was put into practice. The thesis deals with different approaches of the actors involved in the devolution process - the central government, the individual regions and the political parties - as well as with the influence of these actors upon the devolution and its current form.
