Economic localisation in an environmental context: Production and consumption up close

Abstract:

Tato práce se zabývá heterodoxním konceptem ekonomické lokalizace, jejím cílem je tento koncept definovat, operacionalizovat, kriticky diskutovat a teoreticky ukotvit, zejména v širším rámci ekologické ekonomie a sociální geografie. Práce je především teoretická, metodologicky vychází z principů zakotvené teorie. Poskytuje strukturovaný přehled šesti lokalizačních přístupů analyzovaných autorů a autorek a jejich tří lokalizačních diskursů (reformně-občanského, radikálně-institucionálního a radikálně-občanského), které se liší zejména mírou opozice vůči současnému systému produkce a spotřeby (který je charakterizován jako globalizovaný, neoliberálně-kapitalistický a růstově založený) a vizí klíčového aktéra v procesu ekonomické lokalizace. Výsledky operacionalizace představuje jedenáct dimenzí ekonomické lokalizace (např. politická, kulturní, morální, strategická atd.), jejích sedmnáct konkrétnějších aspektů (např. preference místního vlastnictví výrobních prostředků, důraz na budování komunity a spolupráci, snižování exportní závislosti atd.), a pracovní definice ekonomické lokalizace. Práce dále představuje a diskutuje argumenty analyzovaných autorů a autorek pro a proti ekonomické lokalizaci v kontextu dalších lokalizačních textů, a také v širším rámci mainstreamové ekonomie, sociální geografie, rozvojových studií, ekologické ekonomie, a argumentace hnutí udržitelného nerůstu. Z této diskuse plyne, že ekonomická lokalizace je v rámci mainstreamových předpokladů celkem nevyhnutelně viděna jako neefektivní. Širší teoretické opory se jí naopak dostává v kontextu ekologické ekonomie a zejména argumentace nerůstu. Podnětné body kritiky (např. potenciálně defenzivní vymezení lokalizačních iniciativ či příliš zjednodušené předpoklady ohledně přínosů lokalizace pro udržitelnost produkce a spotřeby) zaznívají z řad sociální geografie. Autorka dochází k závěru, že přes dílčí nedostatky v argumentaci a jistě mnohoznačnou praxi lze přinejmenším radikální směry ekonomické lokalizace interpretovat jako alternativy vůči současnému systému produkce a spotřeby, které mají potenciál přispívat k jeho větší udržitelnosti (chápané ovšem v intencích udržitelného nerůstu).

Abstract:

The thesis deals with the heterodox concept of economic localisation, its aim is to define, operationalize, critically discuss and theoretically embed the localisation concept, especially within a broader framework of ecological economics and social geography. The thesis is mainly theoretical; its methodology is based on the principles of grounded theory. A structured overview of six particular localisation narratives of the analyzed authors is presented, together with their three localisation discourses (reformist-grassroots, radical-institutional and radical-grassroots) which differ according to their level of opposition vis-à-vis the current system of production and consumption (characterized as globalised, neoliberal, capitalist and growth-based), and to their vision of the main agent of transition towards localisation. The results of the operationalization consist of eleven dimensions of economic localisation (e.g. political, cultural, moral, strategic etc.), seventeen of its more concrete aspects (e.g. preference of local ownership of means of production, emphasis on community building and cooperation, lowering of export dependency etc.), and of a working definition of economic localisation. Furthermore, the arguments of the analyzed authors in favour and against localisation are confronted with other sources of localisation argumentation and discussed within a broader context of mainstream economics, social geography, development studies, ecological economics and the argumentation of sustainable degrowth. Economic localisation is inevitably seen as inefficient within the mainstream economic context. On the other hand, it gains broader theoretical underpinning within ecological economics and especially the sustainable degrowth argumentation. Some challenging points are raised by social geographers (e.g. regarding the potentially offensive demarcation of the localisation concept and the over simplistic assumptions of sustainability gains in accordance to localisation). The author concludes that despite the partial shortcomings of the localisation argumentation and despite its undoubtedly multifaceted practices, at least the radical streams of economic localisation can be interpreted as alternatives to the current system with the potential to contribute to sustainability of production and consumption (as understood within the degrowth context).
