Election of the European Parliament in the Czech Republic

Abstract:

Anotace Jak jsem se zmínila v úvodu mé práce pokusila jsem se nastínit problematiku voleb do Evropského parlamentu. Historie Evropského parlamentu ukázala, že déle než padesát let trvající proces jeho vývoje je charakterizován zejména dvěma trendy : prvním z nich je neustálé zvyšování pravomocí Evropského parlamentu a posilování role, kterou hraje v institucionální struktuře Evropské unie, druhým je rostoucí počet členů, který se zvyšoval nejen v důsledku rozšíření členské základny ES/ EU, ale rovněž i ve spojitosti se zavedením přímých voleb do Evropského parlamentu v roce 1979. V rámci vývoje evropské integrace se z konzultativního orgánu vyvinula instituce, která v současné době významnou měrou přispívá k formování politik Evropské unie a k utváření stranického a politického systému. Zároveň Evropský parlament lze spolu s Evropskou komisí a Evropským soudním dvorem považovat za jeden ze základních zdrojů prohlubování evropské integrace. V tomto procesu je jeho role nezastupitelná. Při studiu otázek o volbách do Evropského parlamentu není možné vyhnout se otázce, jaká bude role parlamentu v kontextu vlivu na rozšíření Evropské unie. Volby do Evropského parlamentu v roce 2004 přinesly pokračování trendu poklesu volební účasti, a to jak ve starých členských zemích, tak v nových. Pro nově vstupující státy měly tyto volby výrazný symbolický aspekt, neboť jejich občané se mohli měsíc a půl po vstupu do EU výrazným způsobem podílet na ustavování důležité evropské politické instituce. Voleb se v nových státech zúčastnilo pouze necelých 27% občanů. Postoje k evropské integraci hrají v tomto nepatrný význam. Pro mne jako občanku České republiky je pochopitelně důležitější český parlament, oproti parlamentu Evropskému, ale přece jen bych se k němu neměla otáčet zády, i on nás ovlivňuje v našem současném i budoucím životě. Evropský parlament je součástí Evropské unie stejně tak jako my jsme její součástí. Samozřejmě také souhlasím s myšlenkou evropské integrace, volného pohybu osob, zboží a kapitálu. Souhlasím i s otevřeným schengenským prostorem. Mohu jen dodat, že Evropská unie pro mne a pro mé děti znamená naši budoucnost, kterou jen ztěží budeme moci samy změnit, jelikož už nejsme jen my Česká republika, ale jsme my Evropská unie. Když už jsme se jednou sjednotili, musíme problémy řešit společně, a jako je to např. v manželství či v partnerství, navzájem se tolerovat, ať už je některý stát menší než ostatní státy. Přiznejme si, že představa, že země s deseti miliony obyvateli činí zcela samostatná a na nikom nezávislá rozhodnutí, je v globalizovaném světě nereálná. Problém, na který bychom se do budoucna měli nejvíce zaměřit je otázka Evropské ústavy. Stále ještě je před námi dlouhý proces evropské integrace a funkčnosti Evropského parlamentu.

Abstract:

Annotation As I mentioned at the beginning of my thesis, my goal was to provide an overview of elections to the European Parliament. The history of the European Parliament, which is more than 50 years long, has been characterized by two major trends: the first is the continuous growth of the powers of the European Parliament and the strengthening of its position within the institutional framework of the European Union and the second is the growing number of MPs, which started to increase both as a result of the expanding membership base of the EC / EU and the introduction of direct elections to the European Parliament in 1979. During the process of European integration, the parliament, which was originally a consultative body, has evolved into an institution that today significantly contributes to the definition of European Union policies and the formation of the political and party system. At the same time, the European Parliament can be considered, besides the European Commission and the European Court of Justice, as one of the fundamental forces driving the process of deepening European integration. The parliament’s role in this process is indispensable. When dealing with the problems related to the European Parliament elections, it is impossible to avoid the question of the parliament’s influence on the enlargement of the European Union. The European Parliament elections in 2004 saw the continuation of a trend of decreasing turnout, both in the old and new member states. For new member states, these elections had a strong symbolic significance, because their citizens, only one month and half after joining the EU, were given an opportunity to significantly participate in the formation of a major European political institution. The turnout in the new member states was below 27%. However, attitudes to European integration did not have any significant impact on the results. Although for me, as a citizen of the Czech Republic, the Czech parliament is obviously more important, I should not ignore the European Parliament, because it also influences our current and future lives. The European Parliament is a part of the European Union just as much as we are. Of course, I agree with the idea of European integration, free movement of people, goods and capital. I also agree with the open Schengen area. I can only add that for me and my children the European Union represents our future, which we will hardly be able to change independently, as we are not longer we – the Czech Republic, but we – the European Union. Once we have unified, we must deal with problems together and, just like in a marriage or partnership, tolerate each other, regardless of the countries’ relative sizes. We should admit that the idea of a country with ten million inhabitants making fully independent decisions in a globalized world is unrealistic. A problem to which we should devote most of our attention in the future is the European constitution. There is still a long way to go in the process of European integration and to achieve efficiency of the European Parliament.
