Improving the Quality of Life in Urban Area Using Green and Blue Infrastructure and Ecosystem Service Concept

Abstract:

Adaptace na změnu klimatu, urbanizace nebo zahušťování měst podporují zájem o městské plánování s ohledem na zelenomodrou infrastrukturu a poskytované ekosystémové služby jako významný ukazatel kvality života ve městech. Cílem disertační práce je rozšíření akademické debaty o využití konceptu ekosystémových služeb jako nástroje podpory budování zelenomodré infrastruktury. Soubor tří komentovaných publikací postupně naplňuje tři specifické výzkumné cíle: i) ekonomické hodnocení vybraných prvků zelenomodré infrastruktury; ii) zjištění subjektivních užitků v podobě ekosystémových služeb vybraných prvků zelenomodré infrastruktury, které jsou preferovány mezi obyvateli měst pro zlepšení kvality jejich života; iii) diskuze využití konceptu ekosystémových služeb pro zjišťování užitků jako nástroje pro rozhodování o budování prvků zelenomodré infrastruktury. Ekonomické hodnocení bylo v rámci výzkumu provedeno pomocí metody analýzy nákladů a užitků. Výsledek ekonomického hodnocení ukazuje na příkladu dvou komunitních zahrad, že se z celospolečenského pohledu jedná o efektivní opatření. Celospolečenské užitky v současné hodnotě převyšují celospolečenské náklady u obou komunitních zahrad. Výzkum pomocí dotazníkového šetření mezi členy komunitní zahrady ukázal, že mezi obyvateli měst existuje poptávka především po kulturních ekosystémových službách. Ukázalo se, že lze tímto participativním nástrojem identifikovat rozdílnou poptávku po ekosystémových službách mezi různými skupinami obyvatel. Z polo-strukturovaných rozhovorů vyplynulo, že se zástupci vědecké obce i odborníků z praxe shodují, že koncept ekosystémových služeb slouží jako nástroj pro podporu rozhodování i územního plánování. Z 10 případových studií v evropských městech ale vyplývá, že aplikace konceptu ekosystémových služeb na místní úrovni nebo na úrovni městských čtvrtí je stále ve fázi zvyšování povědomí klíčových aktérů. Představený výzkum ukázal, že koncept ekosystémových služeb umožňuje identifikovat, klasifikovat a komunikovat, jak zelenomodrá infrastruktura přispívá k lidskému blahobytu. V rámci ekonomického hodnocení prvků zelenomodré infrastruktury i šetření poptávky po ekosystémových službách zůstává současnou i budoucí výzvou hledání účinného propojení mezi akademickým výzkumem a praktickou aplikací.

Abstract:

Adaptation to climate change, urbanisation or densification of cities are driving interest in urban planning with regard to green-blue infrastructure and the ecosystem services it provides as an important indicator of urban quality of life. The aim of this thesis is to broaden the academic debate on the use of the ecosystem services concept as a tool to support the implementation of green-blue infrastructure. The set of three annotated publications sequentially fulfils three specific research objectives: i) an economic evaluation of selected green-blue infrastructure elements; ii) the identification of subjective benefits in terms of ecosystem services of selected green-blue infrastructure elements preferred by urban residents to improve their quality of life; iii) a discussion of the use of the ecosystem services concept to identify benefits as a decision-making tool for the implementation of green-blue infrastructure elements. The economic evaluation was carried out in the research using the cost-benefit analysis method. The result of the economic evaluation shows that this is an effective measure from a societal perspective, using the example of two community gardens. The social benefits in present value outweigh the social costs of both community gardens. Research using a questionnaire survey of community garden members has shown that there is a demand among urban residents for cultural ecosystem services in particular. It showed that it is possible to use this participatory tool to identify the different demands for ecosystem services among different population groups. Semi-structured interviews revealed that both academics and practitioners agree that the concept of ecosystem services serves as a tool for decision support and spatial planning. However, the 10 case studies in European cities show that the application of the concept of ecosystem services at the local or neighbourhood level is still in a phase of raising awareness among key actors. The research presented has shown that the concept of ecosystem services can be used to identify, classify and communicate how green-blue infrastructure contributes to human well-being. Within the economic evaluation of green-blue infrastructure elements and the study of demand for ecosystem services, the search for effective links between academic research and practical application remains a current and future challenge.
