Population ageing in Taiwan

Abstract:

Na Tchaj-wanu se v současné době nachází jedna z nejnižších úhrnných plodností na světě a současně i jedno z nejvyšších temp stárnutí populace, přičemž se očekává, že do roku 2026 bude 20 procent populace starší 65 let. Hlavním cílem této diplomové práce je zjistit, jaké konkrétní kroky uskutečnila tchajwanská vláda v návaznosti na trend stárnutí v období od roku 2007, kdy byl představen první plán integrovaných služeb dlouhodobé péče. V první kapitole se věnuji vymezení hlavních demografických ukazatelů nezbytných pro popis struktury a vývoje obyvatelstva a dále definování populační politice a jejím typům. Druhá kapitola popisuje aktuální stav tchajwanské populace a analyzuje klíčové příčiny, které v případě Tchaj-wanu k rapidnímu stárnutí obyvatelstva vedly a s jakými problémy se aktuálně země potýká. Třetí kapitola je věnována implementovaným politikám a programům, kterými vláda na stárnutí obyvatelstva reaguje, přičemž je rozděluji na opatření ovlivňující fertilitu a opatření mírnící dopady stárnoucí populace. Součástí této kapitoly je i SWOT analýza, prostřednictvím které se snažím politiky zhodnotit a předat doporučení.

Abstract:

Taiwan currently has one of the lowest total fertility rates in the world and one of the highest paces of population ageing, with 20 percent of the population expected to be over 65 by 2026. The main goal of this diploma thesis is to find out what specific steps related to the ageing trend the Taiwanese government has taken in the period since 2007, when the first plan of integrated long-term care services was presented. The first chapter is devoted to the definition of the main demographic indicators necessary for the description of the structure and development of the population and further the definition of population policy and its types. The second chapter describes the current state of the Taiwanese population and analyzes the key causes that have led to the rapid ageing in the case of Taiwan and what problems the country is currently facing. The third chapter is devoted to implemented policies and programs by which the government responds to the ageing population, dividing them into measures affecting fertility and measures mitigating the effects of an ageing population. Part of this chapter is also a SWOT analysis, through which I try to evaluate policies and give recommendations.
