Cooperation between the Police of the Czech Republic and the Security Forces of Germany

Abstract:

Tato diplomová práce přináší ucelený přehled forem mezinárodní policejní spolupráce a jejich právního rámce. Zaměřuje se především na policejní spolupráci mezi Českou republikou a Spolkovou republikou Německo. Krátce představuje historii česko-německých vztahů, historii policie a historický vývoj mezinárodní policejní spolupráce. Cílem této práce je porovnání jednotlivých úrovní policejní spolupráce, ať už na celosvětové úrovni, evropské úrovni nebo na úrovni mezinárodních dohod. V rámci těchto úrovní prezentuje nejdůležitější organizace, jejich historii, význam a nastavené mechanizmy důležité pro správné fungování. Současně zhodnocuje efektivitu těchto úrovní a aplikaci v každodenní policejní praxi. Součástí tohoto zhodnocení je i analýza platné právní úpravy (de lege lata) a podání návrhů na změny právního rámce (de lege ferenda). V neposlední řadě přináší tato diplomová práce i důkaz o různorodosti, smysluplnosti a atraktivitě policejní práce.

Abstract:

This diploma thesis provides a comprehensive overview of international police cooperation forms and their legal framework. It focuses mainly on police cooperation between the Czech Republic and the Federal Republic of Germany. It briefly presents the history of Czech-German relations, the history of the police and the historical development of international police cooperation. The aim of this work is to compare the various levels of police cooperation, whether at the global level, at the European level or at the level of international agreements. Within these levels, it presents the most important organizations, their history, importance and established mechanisms important for proper functioning. It evaluates the effectiveness of these levels and their application in everyday police practice. Part of this evaluation is also an analysis of the current legislation (de lege lata) and the proposals for changes to the legal framework (de lege ferenda). This diploma thesis also provides proof of the diversity, meaningfulness and attractiveness of police work.
