Cross-border cooperation and emergency assistance

Abstract:

Záměrem práce je zmapovat způsob zajištění a rozsah realizované spolupráce a pomoc při mimořádných událostech v příhraničních oblastech České republiky, a to se zaměřením na aktivity Hasičského záchranného sboru ČR. Cílem práce je zjistit četnost a struktury zásahů při přeshraniční spolupráci ČR a jejích sousedních států. V rámci analýzy četnosti a struktury zásahů jsou použita data, která jsou následně přenesena do grafického zpracování a verbálně hodnocena a porovnávána. Na základě výsledků z analýzy se prokázalo, že JPO z ČR pomáhaly při zásazích více v zahraničí než zahraniční JPO v ČR. Počet zásahů ve sledovaném období neustále rostl. Na největším počtu zásahů při přeshraniční spolupráci se podílela ČR s Polskem. V přeshraniční spolupráci vyjížděly JPO nejvíce k požárům. Ze srovnání vyplynulo, že celková struktura zásahů HZS ČR není stejná jako struktura zásahů JPO při přeshraniční spolupráci. Podle výsledků se nejvíce podílely na zásazích JPO z Moravskoslezského, Jihočeského, Jihomoravského a Ústeckého kraje. Neprokázalo se, že by délka hranic korespondovala s četností provedených zásahů v rámci přeshraniční spolupráce.

Abstract:

The aim of the thesis is to describe the way of providing and the extent of accomplished cooperation and the assistance in emergencies within the border areas of the Czech Republic, focusing on the activities of Fire Rescue Service of the Czech Republic. The objective is to analyse the frequency and structure of interventions within the scope of cross-border cooperation among the Czech Republic and its neighbouring states. For the purpose of analysing the frequency and structure of interventions we use data which are subsequently transformed into graphic illustration and verbally assessed and compared. The results of the analysis show that the brigades of FRS CR assisted abroad more frequently than the foreign brigades did in the Czech Republic. The frequency of interventions was constantly increasing during the analysed period. The Czech Republic and Poland participated in the largest number of interventions in cross-border cooperation. The brigades mostly assisted abroad with fires. The comparison shows that the total structure of FRS CR interventions is not the same as the structure of the cross-border interventions. The research shows that the brigades participating in cross-border interventions are mainly from the Moravian-Silesian Region, South Bohemian Region, South Moravian Region and Ústí nad Labem Region. The correspondence between the length of the shared border and the frequency of cross-border cooperation was not proved.
