Preferential voting in the Australian interwar party competition and its effects

Abstract:

Tématem této diplomové práce je působení preferenčního hlasování na stranický systém Austrálie v meziválečném období. První část práce se zabývá federální volební reformou a zavedením volebního systému alternativního hlasování, důraz je kladen na identifikaci důvodů a hlavních aktérů reformy. Druhá část na základě vývoje stranického systému analyzuje účinky alternativního hlasování. Na základě toho je ukázáno, jakým způsobem alternativní hlasování ovlivnilo stranický systém ve sledovaném období, důraz je kladen nejen na analýzu účinků na počet stran a výsledky voleb, ale také na účinky preferenční výměny a podobu preferenčních toků. Práce identifikuje hlavní rysy stranického systému v souvislosti s působením preferenčního hlasování a zabývá se výsledky volební reformy vzhledem k jejím očekávaným účinkům.

Abstract:

The topic of this diploma thesis is the impact of preferential voting on the Australian party system in the interwar period. The first part of the work deals with the federal electoral reform and the introduction of the alternative voting electoral system, the emphasis is put on the identification of the reasons and the main participants of the reform. The second part analyses the impact of the alternative voting on the basis of the development of the party system. The work shows how the alternative voting influenced the party system in the reference period; the stress is given not only to the impact on the number of parties and the electoral results but also to the effects of the preferential exchange and the form of the preferential flows. The work identifies the main features of the party system with respect to the impact of the preferential voting and it deals with the outcomes of the electoral reform with regard to the expected outcomes.
