Position of employees and in EU migrating workers in claiming of sickness insurance in the Czech Republic

Abstract:

Tato práce se zabývá životní situací zaměstnanců v ČR a migrujících pracovníků v rámci EU, které postihne nemoc a jsou odkázáni na čerpání dávky v době nemoci z českého systému nemocenského pojištění a z cizozemských systémů, které jim jsou poskytovány v rámci aplikace koordinačních nařízení EU. Práce je zaměřena především na porozumění příčinám, okolnostem či mechanismům, které mají vliv na situaci těchto osob při čerpání dávek a na případné důsledky uvedené životní situace pro pojištěné osoby a jejich rodiny. Na základě teoretické části je provedena empirická část práce, rozhovory s vybranými zaměstnanci, které byly nebo v současnosti jsou účastníky popsané životní situace a prezentují subjektivní pocity, názory a představy zaměstnanců. V samotném závěru práce je zodpovězena hlavní výzkumná otázka na základě analýzy a interpretaci odpovědí vybraných zaměstnanců. Závěrem lze konstatovat, že systém nemocenského pojištění neovlivňuje životní situaci zaměstnanců v době jejich nemoci v souvislosti s čerpáním dávky příznivě. Zvolený způsob řešení v rámci vývoje, změn a použitých nástrojů, kdy politici usilují o efektivní a udržitelný systém nepovažují zaměstnanci za správný a svoji životní situaci v souvislosti s čerpáním dávky v nemoci vnímají negativně s obavami o jejich živobytí. Migrující zaměstnanci mají zájem o flexibilnější a účelnější systém NP v rámci aplikace koordinačních nařízení k dosažení svých práv, rovnosti zacházení v souvislosti s čerpáním dávky v době nemoci, neboť nyní vnímají svoji životní situaci nepříznivě s obavami čerpat dávku v nemoci, neboť neustále naráží při aplikaci nařízení EU na značné problémy, na které doplatí migrující zaměstnanec a jeho rodina.

Abstract:

This bachelor thesis deals with a living situation of employees in the Czech republic as well as migrating workers within the European Union that become ill and dependant on work incapacity benefit from the Czech system of the Health Insurance and foreign systems. Such systems are provided to them within the scope of coordinate regulations of the European Union. This thesis is particularly focused on understanding of reasons, circumstances or mechanism influencing the situation of such people while collecting benefits. In addition, the thesis includes the consequences of the living situation stated for the persons insured and their families. The empirical part of the thesis as well as the interviews with the employees chosen, that were or are the present participants of the living situation described and present their feelings and employees´ views, were made on the basis of the theoretical part. In the end the thesis deals with response to the main research question on the basis of analyses and interpretation of responses of the chosen employees. To conclude, it may be noted that the system of the Health Insurance does not favourably influence the employees´ living situation in the illness in connection with collecting benefits. The chosen solution within the development, changes and used instruments, when the politicians strive for effective and sustainable system, is not deemed right by the employees. The employees are aware of the difficult living situation in connection with collecting work incapacity benefit and are worried about their existence. Migrating employees are interested in more flexible and efficient system of the Health Insurance in the scope of coordinate regulations to reach their rights, equality in treatment in connection with collecting of work incapacity benefit. At present they perceive their living situation negatively while collecting the above stated benefit as they always face to significant problems applying regulations of the European Union. And it is the migrating worker and his family who pays for these problems.
