Analysis of the liberalization process of the passenger railway transport on the Czech market between 2003- 2015

Abstract:

Bakalářská práce se zaobírá probíhajícím procesem liberalizace osobní železniční dopravy v České republice. Cílem práce je vytvořit ucelený pohled na tento proces jak po stránce legislativy, tak i po stránce dopadů na jednotlivé zúčastněné subjekty. Po počátečním seznámením s českou železnicí se práce věnuje Evropské unii a jejím krokům, jež podporují liberalizaci v tomto odvětví. Následně je vymezena oblast finančních zdrojů, bez kterých by osobní železniční přeprava nemohla konkurovat jiným typům dopravy. V praktické části práce analyzuje probíhající změny týkající se legislativy, a to především ve vztahu ke společnosti České dráhy, a. s. Další částí je samotná analýza hospodaření a jednotlivých ukazatelů ČD. Následuje komparativní analýza dopravců působících na trati Praha - Ostrava, již vnesli mnoho změn na českou železnici. Práci uzavírá konkrétní výběrové řízení na zajištění dopravy v závazku veřejné služby. Český trh osobní železniční dopravy zatím nelze označit za plně liberalizovaný, jelikož dosud není plně oddělena infrastruktura od dopravce a na tratích nejsou veřejné soutěže a konkurence standardem. Pozitivní změny pro zákazníky ovšem přinesl například vstup soukromých dopravců na trať Praha - Ostrava i samotné změny v rámci ČD.

Abstract:

This bachelor thesis focuses on the ongoing process of liberalization of passenger rail transport in the Czech Republic. The aim of the thesis is to create a comprehensive view of the process regarding both the legislation and the impact on various stakeholders. After an initial familiarization with Czech railways the thesis deals with the European Union and its actions that promote liberalization in this sector. The next part defines the area of financial subsidies without which the rail passenger transport could not compete with other types of transport. The practical part analyzes the ongoing changes concerning legislation, especially in relation to the České dráhy, a. s. Further, the thesis contains the analysis of management and ČD s company data followed by comparative analysis of carriers operating on the route Prague - Ostrava, which has brought many changes to the Czech railways. The thesis is concluded with a specific tender for the provision of transport in the public service. Czech railway passenger transport market can not yet be described as fully liberalized as it is not yet fully separated from the carrier infrastructure and competition is not an established standard on individual train lines. Positive changes for customers however were brought by the entry of private carriers on the route Prague - Ostrava and by changes in ČD itself.
