Offenses of motor vehicle drivers committed under the influence of alcohol and addictive substances and their social impacts

Abstract:

Diplomová práce popisuje problematiku přestupků řidičů motorových vozidel spáchaných pod vlivem alkoholu a jiných návykových látek v České republice a Královéhradeckém kraji. Teoretická část seznamuje s druhy přestupků, postupem Policie ČR při silniční kontrole, procesem správního řízení a případnými sankcemi za spáchání přestupku. Dále se podrobněji věnuje sociálním dopadům na řidiče. Empirický oddíl je rozdělen do tří bloků, přičemž v prvním jsou analyzovány přestupky u alkoholu a jiných návykových látek v letech 2020–2022 v České republice v komparaci s Královéhradeckým krajem. V druhém bloku jsou shrnuty výsledky výzkumu provedeného mezi referenty odboru dopravy a silničního hospodářství, který je proveden formou dotazníkového šetření. Třetí část empirického oddílu popisuje případovou studii řidičky, jež spáchala přestupek jízdy motorovým vozidlem pod vlivem alkoholu. Studie se věnuje i dopadu na sociální a finanční situaci. Práce zkoumá i současnou právní legislativu a navrhuje úpravy na zlepšení stávajícího stavu s ohledem na sociální dopady řidičů, jež přestupek spáchali.

Abstract:

The diploma thesis describes the issue of motor vehicle drivers' offenses committed under the influence of alcohol and other addictive substances in the Czech Republic and the Hradec Králové region. The theoretical part provides an overview of types of offenses, the process of traffic control by the Czech Police, the administrative proceedings, and possible sanctions for committing an offense. Additionally, it provides a detailed analysis of the social impact on drivers. The empirical section is divided into three blocks, the first of which analyzes offenses involving alcohol and other addictive substances in the years 2020–2022 in the Czech Republic in comparison with the Hradec Králové Region. The second block summarizes the results of the research carried out among the officers of the Department of Transport and Road Management through a questionnaire survey. The third part of the empirical section describes a case study of a female driver who committed a traffic offense while driving under the influence of alcohol. The study also addresses the impact on the social and financial situation. The thesis also examines the current legal legislation and proposes modifications to improve the current situation with regard to the social impact of drivers who have committed an offence.
