Problem of Anticommons and its applicability in environmental policy

Abstract:

Koncept anticommons je jedním z modelů tržních selhání. Je reakcí na Hardinovu tragédii obecní pastviny. Jedná se o symetrický jev, v jehož důsledku vzniká ztráta společenského užitku. Vychází z neoklasické teorie blahobytu. Práce poskytuje přehled historického vývoje a současných postojů k teorii konceptu anticommons v mezinárodní literatuře. Cílem práce je ověřit hypotézu, že navrhovaná řešení tragédie anticommons lze úspěšně aplikovat i v praktické politice ochrany životního prostředí v České republice. Výsledkem provedené metaanalýzy vědeckých studií je přehled praktických aplikací problému anticommons včetně návrhů k jejich řešení. Vybraná opatření z oblasti životního prostředí jsou metodou analýzy rámců hodnocena z pohledu environmentální ekonomie a tržních přístupů v ochraně životního prostředí. Na závěr jsou představena opatření vhodná pro řešení tragédie anticommons v české environmentální politice a jsou diskutovány podmínky jejich využití.

Abstract:

The anticommons is one of the market failure models. It responds to Hardin's "tragedy of the commons". It is a symmetric phenomenon which causes a loss in the social benefit. This concept is based on the neoclassical welfare theory. The thesis provides an overview of the historical development and current attitudes towards the theory of the anticommons in international literature. The goal is to verify the hypothesis that the proposed solution to the tragedy of the anticommons can be successfully applied in the practical environmental policy in the Czech Republic. The result of the meta-analysis of papers and scientific studies is an overview of practical applications of the anticommons, including suggestions for their solution. Selected environmental measures are evaluated from the perspective of environmental economics and free market environmentalism using frame analysis. At the end the appropriate measures to deal with the tragedy of the anticommons in Czech environmental policy are presented and the terms of their use are discussed.
